
HOVHANNISIAN PRAISES LINCY FOUNDATION PROJECTS
- Speaking at the National Assembly extraordinary session today, National Assembly Vice-speaker Vahan Hovhannisian said the $150 million projects funded by the Lincy Foundation were efficient. The projects were implemented during the past two years.

Hovhannisian made his remarks when presenting the report by the National Assembly ad hoc commission monitoring foreign loans, grants and humanitarian aid received by Armenia.
He said Armenia has received $4 billion in aid but it is hard to obtain information on the previous projects since many of the documents have not been preserved.
He also noted that the society is usually unsatisfied with the work ad hoc commissions accomplish, pointing to such commissions headed by Davit Lokian and Vazgen Manukian a few years ago as examples. He indicated that one of the key reasons why such commissions are less effective is that the National Assembly’s authority is limited, adding that under the proposed constitutional amendments NA would have more power.
Speaking of the success the Lincy Foundation projects had, Hovhannisian mentioned that the council heading the implementation of the projects has worked quite efficiently. For instance, Hovhannisian said, while in other projects have used up to 26 percent of their funds to purchase consulting, in case of these projects only 4-6 percent of the money was used for consulting purposes.
