NEGOTIATIONS FOR COOPERATION-2012 MANEUVRES START IN ARMENIA'S CAPITAL
- Under a program of joint efforts and strategic and military efficiency of the Collective Security Treaty Organization (CSTO) governing bodies and collective security forces, the Cooperation-2012 maneuvres of rapid reaction forces are to take place in Armenia this September. The press service of Armenia's Ministry of Defense reports that the first round of negotiations for the organization of the maneuvres began in Yerevan on Tuesday. Representatives of the CSTO member-states, as well as of the CSTO Secretariat and Joint Staff are participating in the negotiations. Vice-Chief of the General Staff, Ministry of Defense of Armenia, Lieutenant-General Enriko Apriamov opened the conference and informed the delegations of the agenda. Deputy Minister of Defense David Tonoyan welcomed the participants. He stressed that the three-day negotiations are supposed to specify the main points of the program, which meet international standards and imply a conventional situation. Mr Tonoyan also said that with a view to implementing confidence-building measures in the region and raising the CSTO's international ratings a decision has been made to involve observers from different international agencies and NGOs in the practical stage of the maneuvres. A delegation of the International Committee of the Red Cross (ICRC) is involved in the negotiations and will also be observing the maneuvres to ensure observance of international humanitarian law. Colonel-General Anatoly Nogovitsin, First Vice-Chief of the CSTO Joint Staff, expressed the confidence that at the present stage of the negotiations the sides will agree on all the issue of mutual interest.
