OSCE/ODIHR PUBLISHES FIRST INTERIM REPORT
OSCE/ODIHR observation mission has published its first interim report on the presidential elections in Armenia. The report says in particular that deputy prime minister and minister of territorial management, Hovik Abrahamyan, has informed OSCE/ODIHR observers that he is taking a vacation in order to be able to head the election headquarters of presidential candidate Serzh Sargsyan. Concurrently, he assured that Republican member ministers do not engage in campaign during their work hours. The report also says that three Dashnak ministers also took vacations. The report presents the registration of candidates, the formation of territorial and precinct commissions. It mentions that one of the trio, the chairperson, the deputy chair and the secretary of the commission, is appointed by the president of the republic and the two are from Armenian Republican Party (HHK) or Prosperous Armenia (BHK). The observers monitored seven TV companies, two radio companies and four newspapers. The report says the monitoring shows that the coverage of the mass media, including the public TV, was obviously unequal in terms of meetings of the candidates. The interim report also says that there were cases of attack on the election centers of Levon Ter-Petrosyan and Arthur Baghdasaryan.
