INCOMES AND EXPENDITURES RISE BY 1.3 BLN IN DRAFT BUDGET
The extraordinary session of the National Assembly started today. It is expected that the parliament will approve on the second and third reading that law on the state budget 2008. The government submitted the final version of the budget to the parliament today. In the words of finance and economy minister Vardan Khachatryan, the government has accepted 144 out of 331 suggestions, explanations were given to 48 of them and 139 were rejected. According to the final version of the budget submitted by the government, budget incomes will total 746 bln drams and the expenditures will be 822 bln drams with a deficit of 76 bln drams. In the words of Vardan Khachatryan, both the expenditures and incomes went up by 1.3 bln drams in the final version of the budget. In his words, the indicators of tax collection underwent changes in the draft budget. The trends of January October served as a base for their estimation. Such estimates allowed the government to increase the tax revenues in the budget by 2 bln drams. The discussions show that the Republican Party, Prosperous Armenia and Dashnaksutiun will vote for the budget. Orinats Yerkir will abstain and Zharagutiun will vote ''against.'' The latter will vote ''against'' on the belief that the next year budget is 'risky.' The block secretary Stapan Safaryan said, 10 percent of expenditures is envisaged on foreign funding (naturally in foreign currency) and the depreciation of the foreign currency makes it risky. In the words of Orinats Yerkir vice chairman, Mher Shahgeldyan, their block will abstain because ''there will be accusations against Orinats Yerkir that it has voted against a budget with social inclinations.''
