PRECONDITIONS TO SERZH SARGSYAN
- The European Union postponed the donor conference on Armenia hinting that the parliamentary elections did not meet the EU expectations, so Brussels is waiting for the presidential elections, said Peter Stano, the spokesperson for European Commissioner for Enlargement and European Neighborhood Policy Stefan Füle. The same official had stated last December that official Brussels is excited about Armenia's commitment to hold fair and democratic elections expressing readiness to hold an international conference after the elections and raise money for Armenia. The representative of the European Union says the May elections were largely good but there are issues that need solution based on how Armenia will react to some issues to ensure free and fair presidential elections, then the time of the conference will be clarified, as well as the modalities of the EU support to Armenia to fulfill all the programs on our agenda. As a rule, these international conferences involve a large number of financial organizations, including the World Bank, the IMF, as well as representatives of developed countries which make proposals and allocate money to address issues of countries in need. For example, in 2001, in the result of such a conference in Paris, Armenia received loans and aid of USD 620 million to reduce poverty. The EU official says prior to the conference the Armenian authorities need to take some steps, such as eliminate omissions reported during the parliamentary elections in the next elections, enhance efforts to reach an agreement on the OSCE Minsk Group proposals on the Karabakh issue settlement, improve anti-corruption activities, as well as enhance the independence of the judiciary
