NA MONITORING REVELATIONS
- www.ParliamentMonitoring.am reports that the political forces running for the parliament have not confronted in a face to face debate but preferred criticizing each other at distance, giving pledges and speaking about their past deeds. Here are the facts which we have in place in the result of observations coordinated within the frameworks of the Monitoring of the legislative activities of the NA political forces supported by the Open Society Institute. According to the monitoring results, the Republican Party of Armenia, having the overwhelming majority in the parliament, 63 MPs has not been consistent to the control functions and has served the government in the working out of the legislative field. The National Assembly of the forth convocation has adopted 1412 laws 1200 of which worked out by the government. Even the contradictory and mutually excluding law drafts of the government have been adopted by the efforts of the Republican Party. 40 of the 63 MPs of the Republican Party have held no speech in the period of 2010-2012, 33 have not even asked a question. PAP activities have not been "worse" than the RPA's. In the same period of 2010-12, only 6 of 26 MPs of the Prosperous Armenia parliamentary group have delivered a speech, and 8 asked a question during the consideration of law drafts. PAP has introduced 66 bills in 5 years, only 6 of them were worked out by the group and 60 were joint productions with the government or other parties. In averaged numbers, PAP has voted in favor of 317 laws and against 1.1 laws in the last five years. The parliamentary group voted in favor of the Law on the freedom to rallies, gatherings and marches, which contradicts its program. OYP parliamentary group has introduced 65 law drafts before the parliament 22 of which were worked out by the party mainly in 2007, when the party was opposition. Since 2008, OYP has introduced almost no bill, if there were any, all of them were co-authored with other groups or the government. OYP has set a record in voting in favor of laws - 389 times in the parliament of fourth convocation. The ARFD activities are divided into two phases: before leaving the coalition, the ARFD mainly supported the government, then it started criticizing it. It has introduced 77 bills, 60% of which was worked out by the group. The most active MP is Artsvik Minasyan. Heritage is the only opposition force which has been opposition during the whole period of activities of the parliament of fourth convocation - 5 years. It has introduced 62 law drafts and only 6 became laws: only one of these six was co-authored with other parliamentary groups. All of the members of the group have been active.
