DOES ARMENIA NEED ADMINISTRATIVE ASSISTANTS?

Whenever a young and already experienced and respected person is appointed in the result of a government reshuffle, the society is filled with optimism and expectation of change, and the feeling that something has already changed.These emotions are also supported with rational and sober judgments and assessments. We should confess that they bring a lot of positivity to the society. But plague starts at night, as in the famous joke.As soon as this official with perspectives and inspiring optimism sets off to perform his or her main duties, the society gets increasingly disappointed. However, disappointment is not the only problem.Most of these people continue to behave as impeccably and decently as before their appointment but it is very little to satisfy the demands of the society, as well as the present and future. To meet these demands, it is necessary that the public administration system acquire the form of this official and be dominated by this way of thinking.Hence, it is not important how many respected and credible officials were appointed to the government. What matters is the role of these officials, the decisions they make, whether they make decisions themselves or others make decisions for them while these people are just beautiful packaging.Simply it is already untimely to get encouraged and inspired with their mere presence in government. They must launch an "offensive" on public administration to justify their existence there and complete their mission.In the meantime, no change of quality of public administration or change of species is noticed in Armenia. Instead, the popular officials gradually take on the job of administrative assistant of the system whose main duty is to "reassure" the society.In other words, the system has realized that it is not fit to get in touch with the society and the more it gets in touch with the society, the more the society fills with lack of confidence and contempt for it. Therefore, they choose so-called young officials with new thinking who must come in touch with the society, act as the face of the system, as a good-looking administrative assistant who will refuse the citizens but so delicately that the citizens will feel happy.The system needs new and young officials, new quality and species, new thinking people who are able to initiate change rather than act as administrative assistant, and these appointments must not be some rare cases but a mass action to change the public administration system fundamentally.
