GOOD FOR FRANCE OR TURKEY'S OUT OF FASHION

Armenians thank France for the law penalizing negation of the Armenian genocide in Ottoman Turkey. The French Senate voted for the draft law and now it waits to be signed by the president. There is no doubt that President Sarkozy will sign the bill within 15 days.A few months ago, in May 2011 the French Senate rejected a similar bill penalizing negation. What changed between May 2011 and January 2012? Is it related to the French presidential election in April 2012 to which January 2012 is closer, where the stance of the Armenian community is considered important? Or is this group of reasons and motives larger?Considering that France risks its relations with a country which is not a great power but has a considerable role in the "routes" of global politics, apparently the reason is not the presidential election. Only a frivolous country would endanger its relations with important states for pre-election reasons. France is not a frivolous country, of course. Moreover, France is one of the generators of geopolitics. Hence, the adoption of the Armenian bill must be viewed in this cultural orbit which allows supposing that placing the step of France in the French-Armenian-Turkish triangle would narrow the reality. France takes a new move in geopolitics where prospects are worrying for Turkey. Turkey's hysterical response is evidence that the point is not just the attitude of France but the change of the global climate where Turkey may appear in a "rainy" place.France seems to turn round the path along which Turkey had reached a leading position in geopolitics, namely in the Eurasian direction. The move of the home of fashion states that Turkey is already out of fashion.Armenia should scrutinize this situation because any change of the global role of Turkey, any new tendency in the global policy on Turkey will directly suppose new approaches and stances on Armenia.It means this may open up an opportunity for Armenia on the one hand, and on the other hand, pose danger. Everything depends on the observation, conclusion and suggestions of Armenia in the new situation, its ability to understand the new situation.A fast rate of modernization is thus required from Armenia because the quality of the state present in Armenia does not allow considerable functional participation in geopolitics. A state with an economy and government divided among a small criminal and oligarchic group cannot participate in geopolitics. In this country, the next party shift with a civilized form but with the same values and mentality is standing in line for which modernization is simply a means of yielding to the world faster and most profitably than raising the level of functional participation of the state in the world.The realities make reforms and modernization of Armenia, of the human resources and values and views of parties an urgent need. The interests and security of the society in the new context must be measured by this degree of modernization. HAKOB BADALYAN
