KARABAKHI PEOPLE DISCLAIM SUCH PEOPLE'S DIPLOMACY

Even the optimistic Co-Chairs of the OSCE Minsk group do not dwell on a speedy political solution to the Karabakhi conflict. Against this background, the intensification of the so-called "public diplomacy" can be seen. Some structures and centers have decided for themselves that the political solution is not happening because the nations of the conflicting sides are not ready for reconciliation. They even decided to allocate several hundred thousand dollars to prepare the societies, or rather, to feel them. Over the past few years a number of Armenian-Azerbaijani (with the participation of Karabakh) projects were implemented, some of which may be called successful, some others - failures. In order not to bore the readers by listing these projects, we will only say that the outcome of one of them managed to shoot more than two dozen movies (6 shared), to release a disc, and to organize debates. The other projects produced jointly books, held public forums, TV bridges, in general, all that is inherent in the people\'s diplomacy. There is another format, the initiative of the Armenian and Azerbaijani ambassadors to Russia. The ambassadors, accompanied by representatives of the intelligentsia, pay a one-day visit to Stepanakert, Yerevan and Baku. On the surface of the sieve, there is again nothing but money is spent, and one can give a report. The benefits and harms of the people\'s diplomacy are argued a lot, but it is time to talk about its meaning. The mediators believe that if the societies are ready for the settlement, it will be possible to sign a political agreement. As if, the presidents have already agreed, and the societies do not let them sign it in peace. The mediators forget that neither the Armenian nor the Azerbaijani policy of the authorities depends on public opinion. For example, the Ministry of Foreign Affairs of Armenia signed the "road map" to settle the Armenian and Turkish relationship in secret from the public. The same applies to Azerbaijan: hardly Aliyev took into account the public opinion when signing a contract for the sale of gas to Russia. So, "people\'s diplomacy" in undemocratic countries is nothing more than fiction. On the other hand, how the peacekeepers are going to persuade the publics? Rather, what are they going to convince? Are they going to convince that the Armenians living in Karabakh had better refuse the guarantees of security and enter into the country of Azerbaijani refugees? But each less thoughtful mediator understands that this is unreal. The only thing that can be taken from the hands of the "peacekeepers-diplomats", are the guarantees of non-resumption of hostilities. But the "pigeons" are not that peace lovers. Let us say, that Polad Byul-Byul Oghli, who visited Karabakh on theses days, stated in Baku, "If the Armenians would not shake the extended hand, we would have to resort to other means. We are ready for this". The ambassador stated that if the conflict is not settled through peace way, they are ready to take again weapons and make a war in Karabakh. In Karabakh, the idea of the "people's diplomacy" is not accepted with excitement either. On these days the Karabakhi Council of NGOs issued a strict statement, the result of which became that the Armenian and Azerbaijani forum scheduled for July 18 in Moscow was postponed. The event was organized by the international organization International Alert, which has already organized 3 similar forums. The Karabakhi NGOs agreed that the development of the peace process on the level of a dialogue of Armenia, Azerbaijan and NKR, involved in the conflict, has a clear negative dynamics. "There are intensive and intrusive attempts of official Baku to distort the essence of the Karabakhi conflict, to transform the actual conflict of the tripartite format into a two-sided" is said in the statement. "Most of the initiatives of recent years have resulted only in the aggravation of the situation, in the frustration of societies, and even more distrust. Such a result is a testimony of the destructive approach, which proves once again the inability to use the dialogue platform for political propaganda purposes", is noted in the message distributed by the Board Resource Center, the NKR experts and partner organizations. The Karabakhi public men believe that the scheme of settlement submitted by the OSCE Minsk Group co-chairs to the leaders of the civil society is contrary to the fundamental interests of Nagorno Karabakh and Armenia. A peace process is initiated, only to prove that the Armenians and Azeris can live together. In an interview with the newspaper "Mirror" stated the Azeri Deputy Rovshan Rzayev, who visited Nagorno-Karabakh, he said, "I have not felt any evidence of ethnic aggression, which is traditionally characteristic to this kind of conflicts. Now, so we can not speak about ethnic incompatibility between the two peoples". Here is why it was necessary to go to Karabakh. Recall, that in March of 2009, Aliyev appointed Bayramov head of the "Azerbaijani community in Karabakh". Few days before this, the French Co-Chair of the Minsk group, Bernard Fassier stated in Europe that "both the Armenian and the Azerbaijani communities of Karabakh" will be involved in the negotiations process. Apparently, the legitimately elected president of Karabakh is offered to talk to the representatives of public organizations. With the light hands of the mediators and international organizations, the political negotiations are gradually transferred into the course of civil, rather, inter-communal discussions.
