
ZARUHI POSTANJYAN’S SPEECH AT THE PACE ON 26 JUNE 2009
As the representative of the only opposition party which is able to deliver the message of Armenian people to you, I rise here today to express the deep frustration of the Armenians not only in regarding the lack of implementation by Armenian authorities of the demands of PACE Resolutions 1609, 1620 and 1643, but first of all its disappointment and discontent with the ability of the Assembly, which is often distracted by geopolitical or other interests, to be consistent and persuasive in regard of the implementation of its demands. As clearly stated in Point 13 of Resolution 1609, “the Assembly should therefore consider the possibility of suspending the voting rights of the Armenian delegation to the Assembly at the opening of its June 2008 part-session, if no considerable progress has been made on these requirements by then.” Within this context, and in the light of the regular failure within one year of the Armenian authorities to meet the basic demands of the said Resolution, such inaction has fostered confusion over the Assembly’s understanding of “considerable progress”; is it 18 political prisoners in jails or the “generous” pardon of opposition members, including two of three parliamentary deputies, after their unlawful, unfair and politically motivated convictions, after more than one year of detention and just before the PACE session, or maybe it is the disbandment of the Fact Finding Group tasked to inquire into the events of 1-2 March 2008, established upon the recommendation of CoE High Commissioner for Human Rights and welcomed by the Assembly in its Resolution 1643 (2009), just after the Group prepared it’s first repots, particularly proving the illegal use by Armenian authorities of certain special means and the Army against its people resulted in deaths of innocent civilians and obvious wish of the authorities to conceal the truth and farther enjoy the impunity, maybe “considerable progress” is the conduct of one more violent and flagrantly falsified elections on 31 May, or , or??. Would your nations, that have elected you, accept such definition of “considerable progress”? Moreover, the obvious deficiencies of the Armenian judicial system, its lack of independence and its subservience to the executive authorities, the absence of independent and alternative media, and the lack of any practical protection of basic Human rights and freedoms, have all contributed to serious and unacceptable shortcomings in the democratization of the country. Despite all these facts Armenia somehow has not been subjected to any sanction or reprimand yet. This is also bizarre since the Assembly itself recognizes the failings of Armenia’s present political system, which clearly reflects a “the winner takes it all” characterization, which in turn excludes the necessary participation of the opposition in the decision-making process and in terms of overall governance. Dear colleagues, The Armenian people are truly very perplexed with such tolerable attitude in regard of clearly criminal Armenian authorities. We are lost in different guesses regarding the real causes of such mildness, our confidence in this institution, which considers democracy, the rule of law and the protection of human rights as its core values, is vanishing rapidly. Consequently, we have to consider the use of other means or mechanisms for the achievement of justice. Thank you for your attention. Zaruhi Postanjyan
