ARMENIAN-AZERBAIJANI CONTROVERSIES MULTIPLY

In a news conference on March 21 at the Regnum News Agency the Armenian foreign minister revealed some details of his meeting with Elmar Mammedyarov on March 14 in Geneva, and the current stage of the settlement of the NKR conflict. According to Vardan Oskanyan, the meeting in Geneva was rather complicated. “I cannot say exactly there was progress, but we were not set back either. Therefore, we decided to hold another meeting soon and try to continue the talks to make progress and prepare the meeting of the presidents after the parliamentary election,” Vardan Oskanyan says.
The reporters asked to comment on the announcements by leaders of some international organizations that the parties will sign an agreement in summer. Vardan Oskanyan said it is a kind wish and certainly everyone wants to reach settlement as soon as possible. But we are far from this, said the Armenian foreign minister adding that there is disagreement on a number of issues. Vardan Oskanyan’s statement is notable because earlier the parties were said to have reached agreement on the basic principles, and there is disagreement over one or two points. And it means that disagreement aggravates if they already say “disagreement over a number of issues”. With regard to the controversial statements by Azerbaijan, Vardan Oskanyan said the Armenian side remains faithful to the negotiations and the document that is on the table. “The key issue of the talks is the question of self-determination of Nagorno-Karabakh. Through voting, through a referendum among the people living in Nagorno Karabakh. All this has been set down. If Aliyev pursues their interests, there is no problem, but for us everything is transparent, open, visible, and there are witnesses – the co-chairs,” says the foreign minister.
As to using the settlement of Kosovo as a model for the settlement of Karabakh, Vardan Oskanyan states that the conflicts should be viewed separately, because each of them has peculiarities. Karabakh follows the track for self-determination, and the independence of Kosovo may provide additional legal grounds, but if a different settlement of Kosovo is reached, Nagorno Karabakh will remain on this track and reach the recognition of the right for self-determination. For the present stage in the talks, Vardan Oskanyan indirectly though, describes it as a victory. He says we maintain our military victory and add diplomatic victories, such as the right for self-determination at the basis of the talks, Oskanyan says. According to him, until 1998 every document on the settlement began with the thesis of territorial integrity of Azerbaijan.
