OSKANYAN’S FATE AFTER THE ELECTION

The Armenian minister of foreign affairs stated March 9 that after the parliamentary election time will show what he will be doing in the future. Vardan Oskanyan said he will not run for parliament on any party’s ticket because he does not wish to. Besides, no party has offered him to run for parliament on their ticket, he said. “Even if I wanted, it is important what reaction the parties would give,” says Vardan Oskanyan. According to him, the minister of foreign affairs represents the country to the world, he or she represents the country’s interests, and it is better not to be a member of any party. The foreign minister said if there is no wish to remain in the parliament, if the figure will not remain in the parliament, figuring on a party ticket becomes an end in itself. Vardan Oskanyan also stated that he will remain foreign minister as long as Robert Kocharyan finds it correct.
The foreign minister’s approach is strange because a few months ago Vardan Oskanyan made speeches on home political issues, presented his approaches and concerns about the creation of the political agenda of Armenia. It is a surprise that after this activity the foreign minister is reluctant to participate directly, in the pre-election period, in creating this agenda. Vardan Oskanyan said in answer to our question that he will continue to speak about the agenda. “To speak about the agenda does not necessarily mean appearing on a ticket. As a minister of foreign affairs, as a citizen of Armenia, I worry about our future, and I will continue to raise these issues all through the election, and after the election. Because I believe that we must be able to draw up our agenda for the upcoming 5 or 10 years which must differ essentially from today’s agenda,” Vardan Oskanyan says.
He says the parliamentary election is a period of transition, there will be a new parliament, there is a new Constitution, a new president will be elected. If we fail to create the agenda right, the upcoming years will not be productive, Vardan Oskanyan says. In this case, it is even stranger that the minister will not participate in creating the agenda through the election. “You see, this agenda should be necessitated by the public. It is not necessary to belong to a political party to create this agenda. I think it should be necessitated by people,” Vardan Oskanyan says. According to him, in this period both the positive and the negative are striking, and the positive should be put on the ground and an agenda should be created to overcome it. The foreign minister emphasized again the necessity for will to carry out the second generation of reforms. He says, however, that he cannot detect will among the public, and says these questions are viewed from the point of view of interest groups, and are far from working out a national agenda.
