SEVEN TV COMPANIES OFTEN WORK IN ACCORD

From February 1 to 28 Yerevan Press Club monitored the programs on H1, H2, ALM, Armenia, Shant, Yerkir Media, Kentron channels from 18:00 to 24:00 every day to find out the state of information on the political specter and the activities of separate parties before the election and whether the parties have equal opportunities to present their political stance and programs. 34 more or less active parties were the object of the monitoring. In March Yerevan Press Club will monitor 28 parties and alliances which will be running for parliament. From early April to May 12 the parties and alliances which will be registered by the Central Electoral Commission will be monitored. The results of the first stage of the monitoring were released on March 7.
The chair of Yerevan Press Club Boris Navasardyan says in terms of legislation there is progress in telecommunication, however, the state of propaganda apart from official propaganda is not regulated. Or, the advantage is that in accordance with the law the TV channels release the prices of political advertising, the disadvantage is that these prices are higher than those of commercials, which “is an obstacle for the parties to present their opinion.” The monitoring found out that the TV companies are less attentive towards the parties this time than in the previous elections. Kentron TV and Yerkir Media TV are an exception, YPC reports. The degree of attention towards the parties depends on the stance of the owner of the TV company, the influence of the party. At any rate, there is more variety on TV now compared with January.
Boris Navasardyan said three political parties, the Republic Party of Aram Zaven Sargsyan, Nor Jamanakner of Aram Karapetyan and Heritage of Raffi Hovannisian do not appear on these 7 channels, they are almost never mentioned. “These seven TV companies follow an arranged policy on these three parties,” the YPC experts conclude.
The monitoring of Yerevan Press Club revealed that a number of provisions of the law and television and radio. Yerevan Press Club will provide the results of the monitoring to all the observers and parties which will wish to have these materials. It is possible that these materials will be provided to the Office of the Prosecutor General. From April, a few print media and radio channels will be monitored as well.
