MORE PERSONAL PROBLEMS OF PRESIDENT GHUKASYAN

The events underway in Nagorno Karabakh show that President Ghukasyan has appeared in a difficult situation by denying intention to run a third term. The point is the lack of a convenient candidate of an heir. Ghukasyan, who committed to creating equal opportunities for all the candidates, is likely to push forward one of his friends, even if they do not possess the necessary qualities for this post.
Ghukasyan has thereby created problems for himself not only in the NKR society but also in his relations with the Armenian government and the ARF Dashnaktsutyun party. Now President Ghukasyan seems to have decided to stake his all. The Azat Hayrenik Party of NKR, which is referred to as the party of oligarchs, decided a few days ago to support Bako Sahakyan, the head of the NKR National Security Service, in the presidential election in summer 2007 but has not released this decision yet. The Democratic Party of Artsakh is also expected to endorse Bako Sahakyan. The leader of the Democrats is Speaker Ashot Ghulyan (who seems to have accepted finally that he cannot be named president independently).
At the same time, the NKR Office of Prosecutor General launched a defamation of the mayor of Stepanakert Edward Aghabekyan to make him support Bako Sahakyan. Since Aghabekyan is the leader of the Movement 88 party, in 2004 he was elected mayor as a candidate of the opposition, Ghukasyan’s team is probably making efforts to present as if Sahakyan is endorsed by both the opposition and the pro-government forces.
The events become clear considering that the major political force of NKR, the ARF Dashnaktsutyun says it will not endorse Bako Sahakyan. This fact is made more interesting by the fact that presently a few members of the ARF Dashnaktsutyun hold important government posts in NKR. Perhaps, the problem is the political qualities of Bako Sahakyan who is supported by Arkady Ghukasyan. In NKR most people think that Sahakyan does not possess the qualities the NKR president should have. The Armenian president Robert Kocharyan is said to share this opinion.
It appears that Arkady Ghukasyan is making efforts to impose Bako Sahakyan on both the Karabakh elite and the Armenian government. Time will show why he needs to.
