WINDOW FOR SETTLEMENT WILL REMAIN OPEN IN 2007

The minister of foreign affairs of Armenia Vardan Oskanyan does not exclude that the conflict over Karabakh will be settled in 2007. Vardan Oskanyan stated this on February 20 during the news conference with his German counterpart Frank-Walter Steinmeier. Vardan Oskanyan also stated that he discussed the question with the foreign minister of Germany and he feels “cautious optimism”. The reason is, according to Vardan Oskanyan, that he has been participating in the talks for 14 years and for many times the resolution was delayed when the settlement seemed very close. The documents that are on the table of the talks let hope but a number of problems have not been solved.
During the news conference Vardan Oskanyan and Frank-Walter Steinmeier spoke about the three-party Turkey-Georgia-Azerbaijan project to build a railroad from Kars to Akhalkalaki. The German foreign minister said hopefully Armenia will not be left out of the program. Cooperation in the South Caucasus, as well as cooperation within the framework of the EU which started in the 1950s brings about new programs. Frank-Walter Steinmeier also stated that for full participation of Armenia in this program it is necessary to settle disputes between the member states.
