THE ARMENIAN GOVERNMENT AGAINST KARABAKH
- From the Georgian-Russian military conflict over South Ossetia till now different Armenian experts and politicians seem to owe to the homeland to say that what happened showed that the resolution of conflicts through force is impossible. As a rule, everyone notes this as soon as what has happened is discussed, and conclusions are drawn. In fact, it seems unnecessary to say that those are mechanical statements which comprise the axis of speeches of Armenian politicians and political scientists. The point is that it should be repeated once more that the issue of South Ossetia and Abkhazia was evidently solved through force. These semi-recognized states are already irreversible loss for Georgia, if certainly a few years later the Russian government, such as the minister of defense, does not state that the gorge of Kodor is not their homeland, or that in 2008 they seized those territories from the Georgians to concede them to the Georgians during the talks in return for something. It seems, however, that it should have become clear to the Armenians since long, and we set the first example, or we were set as the first example. Karabakh is meant. The conflict over Karabakh was solved through force, wasn’t it? They may say that the conflict is not solved as long as there is no document on peace, as long as the negotiations continue, as long as “we have not congratulated the presidents of Karabakh and Azerbaijan for their decision”, as Serge Sargsyan put it in his first presidential address. However, the document is nothing, the fact is important. Meanwhile, a fact and a document are different things. The example is the internal life of Armenia. The document, the Constitution says in the Republic of Armenia the power belongs to the people, and the fact says that by shooting at people power is seized from people during all the elections. It is possible to sign enough documents on the Karabakh issue but they are neither resolution nor peace because at any moment the documents may be set aside and replaced by the requirements of the geopolitical process. Consequently, by saying a conflict resolution there is no need to fit that notion into some documentary frames. The solution is life, the present reality and the tendency to develop. In this connection, the solution of the Karabakh issue was reached in 1994 when the Armenian force established the status quo and the Armenian diplomacy set the goal to maintain that status quo. If the Armenian diplomacy is unable to solve that problem, it does not mean that the Karabakh issue has not been solved. The problem of maintaining the status quo has not been solved. It might be that we are unable to solve that issue. However, there seems to be no mechanism to get the answer to that question. The point is that the society should evaluate the Armenian diplomacy. However, the society has no idea what it expects regarding this issue. There is no public opinion what should happen to Karabakh in future. Naturally, this situation favors the government because the absence of public order provides an excellent opportunity to act on their own in diplomacy. In other words, when there is no clear public order which may have a deciding role in national elections, the government is free to decide how much territory it is ready to concede at a given time or how many years later it considers acceptable to hold a referendum in Karabakh. And it is natural that the government makes this decision out of the expediency of their personal interests because it does not feel the influence of the public interests at all. Otherwise, only over the past six months the government has made such official statements and has failed to respond to such official statements which would become the cause of their resignation in the presence of public opinion and electoral mechanism in any country.
