THE TRADITION WAS ESTABLISHED

On October 2 the institution of the presidential address to the National Assembly and people was established in the political life of Armenia, in accordance with Article 55 of the Constitution. 114 members of parliament were present, among whom Tigran Torosyan was absent, the human rights defender and the government headed by the prime minister were present. Serge Sargsyan said Armenia has stepped into a new stage of history where it is necessary to be adequate to and ready for the challenges of the new world, the new problems and new requirements. “The situation around us and in our state is not the same as before. It is not the same but it does not mean that everything has turned upside down, it does not mean that we must make radical changes in all our approaches. On the contrary. Today we state that over the past years our young country has learned to stand firmly, even in the most unfavorable external environment. In the same situation positive changes become and will become a rule of life,” Serge Sargsyan says. According to him, every member of the society should be confident that the state is for their protection, and no country will protect their interests better than their home country. “Our policy is going to be stable, realistic and balanced but we must reject any possibility of stagnation in any sphere,” Serge Sargsyan said. According to Serge Sargsyan, Armenia has had achievements but he is dissatisfied with division in the society. According to him, the parts must serve the whole rather than be detached. According to him, any achievement is achievement in whole, any success is valuable in whole. In his first address Serge Sargsyan dwelled on several issues which he divided into chapters: we and the world, we and our economy, we and our activities, we and our problems, we and our future. We and the world According to Serge Sargsyan, the events in South Ossetia brought many people on the alert. Not only an evaluation of the situation but also far-reaching steps, consolidation of force, new approaches and solutions are required from us. According to Serge Sargsyan, the war is not over for us as long as the race of weapons continues, until we congratulate the presidents of Azerbaijan and Karabakh for their decision. Our economy Serge Sargsyan stated that the time of super projects has come. He stated that both local and foreign investors should know three important things, Armenia is going to set up a new nuclear plant in the upcoming months, the Iran-Armenia railway in the upcoming years, the pan-Armenian bank in the upcoming months. Our activities Serge Sargsyan underlined the importance of enhancing the role of the National Assembly, and held out hope that the new speaker will do that. He stated that he is going to introduce the institution of the special representative of the president to the National Assembly. Serge Sargsyan stated that they are going to enhance the role of the Security Council, turning it open, transparent, and discussing all the urgent issues for the life of the society there. Serge Sargsyan stated about the enhancement of the role of political parties in government. He underlined the importance of enhancing the role of the society in government, which will be done through the public council. Our problems Serge Sargsyan spoke about the budget 2009, reminding that the parliament will soon kick off the debates on the budget bill. He urged the National Assembly to turn budget debates into policy debates for the development of all the spheres of life. “If we declared the eradication of the consequences of the earthquake by 2012, let each of us answer the question which part of the problems will be solved by this year’s budget, and which part will remain, in what correlation the rest will be solved in the upcoming years. We have targets for five years for different spheres, health, education, security, social issues and other spheres. Let us realize which part of the way to reaching those targets will be attained next year, and how we are going to pass the rest of the way,” Serge Sargsyan says. Our society According to Serge Sargsyan, it is impossible to build a developed state and society without changing the quality of relations in the society and without fighting corruption. According to him, it is necessary to take abrupt action in this direction. He says there is no alternative to restoration of social justice. According to him, there is a lot to do in both the public and the private sector. Serge Sargsyan said they are going to rid of officials who are not conscientious, and only the officials who will work for the sake of public interests must remain.
