SERGE SARGSYAN DID NOT USE HIS CHANCE
- Serge Sargsyan’s first address was new in form but quite casual in content. The expectations of the society from the presidential address were different. A considerable part expected that Serge Sargsyan would speak about the current crucial issues: the internal situation, the crisis of legitimacy, March 1, the political prisoners, amnesty, the Turkish-Armenian relations, the Karabakh issue. The other considerable part did not expect any objective word, considering that over the previous six months Serge Sargsyan had wasted his stock of speech and had not accumulated a new stock of speech, for the simple reason that the old speech had not been followed by action. However, Serge Sargsyan had an excellent opportunity not to live up to that expectation, especially that it is evident that his position in the government has strengthened. Considering that circumstance, he could have turned his first address into a turning point, thereby conveying that the first six months were a period of crisis management for him, and now, strengthening his power, he starts a new stage with new approaches, steady decisions, political boldness, broadmindedness. Serge Sargsyan had that possibility, and if he had used it, his first presidential address would become a historical event in the public and political life, to which it aspired and which should have happened perhaps. However, the opposite happened. The first presidential address produced the impression of a common speech, one of those which the society has heard a lot in both Serge Sargsyan’s and Prime Minister Tigran Sargsyan’s public addresses. The first address was devoid of any new idea, energy. In fact, the political sphere will evaluate the speech in view of political expediency. And the evaluation of the public is difficult to find out since there is no mechanism of revealing it, because of the untimely death of sociology. However, let us try to find some new idea in Serge Sargsyan’s address which the society expected. Certainly, the greatest expectation was the statement about amnesty, the willingness for that. This expectation did not come true. Meanwhile, thereby Serge Sargsyan would actually strengthen his power more. Certainly, the opposition would be saying that he made that move under popular pressure, but any president would be happy to be pressured by his own people. It is an advantage for any president, not a disadvantage. Meanwhile, it is evident that Serge Sargsyan is not ready to have that advantage. Generally, it was felt from the presidential address, its highly general content that generally Serge Sargsyan is not ready for very many things, he is not ready for a substantial talk with the society, to speak about definite issues, except, of course, traffic rules, the Summer Olympics in Beijing, the Student Olympics, the walk of boys and girls in the forest. Amazing though it may sound, queer or sobering though it may be, those were the definite points in the address. And of course the statement about the new nuclear plant, Iran-Armenia railway and the pan-Armenian bank was definite but it could have been made on another occasion, and it was not worthwhile to focus the attention of people on the National Assembly. Even the statement about enhancing the role of the National Assembly could not save the address, not even the enhancement of importance of the Council of Security, because the society knows the National Assembly they did not elect so well that when the president speaks about the necessity to enhance its role, to turn it into a rostrum of political debates and discussions, in order to make a reliable and credulous impression he should immediately state afterwards about the necessity to disband the parliament and to hold an early election. Similarly, the Council of Security. Having turned that position into an object of political bargain after the presidential election with a political opponent who had stated until that moment that the presidential election would be rigged and was rigged, it is difficult to persuade the society that it is going to be a serious link in public administration. The words about observation of the law, a system based on the right for justice, anti-corruption efforts, national values, model officials which Serge Sargsyan uttered aroused delight and could have saved the address if they had not become something casual because they have been uttered during Robert Kocharyan’s presidency, Serge Sargsyan’s tenure as prime minister and already during his presidency but have not been supported by any real effort. A professor, policeman or assistant deputy prosecutor general have not established corruption and nepotism in our country. They merely used the atmosphere that was created. And Serge Sargsyan’s speech will have importance to the society if he holds accountable those who are responsible for creating this environment. And they should not be necessarily prosecuted. It would be enough to remove them from public administration. Meanwhile, what Serge Sargsyan has done with those who created the environment was a mere replacement. And after all that it is natural that any address is going to be the form but not the content because everything has started with speech but ended in speech if it was not followed by action. The address could be an action, or at least the beginning of the action but Serge Sargsyan turned it into the continuation of the speech. HAKOB BADALYAN
