WILL THE PRESIDENT DECLARE AMNESTY?

On October 2 Serge Sargsyan may declare amnesty in his presidential address to the National Assembly and the people of Armenia, said the ex-foreign minister Vardan Oskanyan on October 1. He said that in the context of judgments about home political developments. Vardan Oskanyan said the government must make steps regarding prisoners to relieve tension. Vardan Oskanyan emphasized that he is not saying political prisoner but we are already at the border beyond which Armenia will lose the exceptional chance for an important role in the region in the context of the recent Caucasian developments unless the government tackles the issue of the prisoners. Vardan Oskanyan also said that both the government and the opposition should act to settle this problem. According to Vardan Oskanyan, Armenia must meet the demands of the Council of Europe to overcome the tension, first of all regarding the political prisoners. Vardan Oskanyan noted that if Serge Sargsyan thinks like him, in his address on October 2 he will declare amnesty. The reporters asked him if the revelation of those responsible for March 1, both those who ordered and carried out the orders, is not primary to relieving tension, especially that the opposition claims that it is impossible to relieve tension in home policies unless that is done. Vardan Oskanyan noted that the issue of March 1 is highly important. According to the minister, it is the black page of our history, and in order to be able to turn round this page we need an objective evaluation of March 1.
