THE VISION OF RETURN

  The first president Levon Ter-Petrosyan whose main target of criticism was Robert Kocharyan for a long time after Serge Sargsyan became president said Kocharyan’s return is a mere rumor. It should be noted that Levon Ter-Petrosyan is not alone to describe the judgments and forecasts on Robert Kocharyan’s return to government as such. In fact, considering that now Ter-Petrosyan is an active participant of politics, we may suppose that his answer is in the framework of the political interest that Levon Ter-Petrosyan pursues. In other words, in reality he may not think that Robert Kocharyan’s return is a rumor, but at the same time he may not show that he is worried by the prospect of that return. However, a significant part of the society thinks that Robert Kocharyan is in the past, and it is pointless to discuss the possibility of his return. No doubt, there is a person whom these rumors favor, both in terms of believing or not believing. It is Robert Kocharyan. As long as there are rumors that he may return, it means that he unintendedly remains a political factor at home. Moreover, those rumors may be the only possibility for Robert Kocharyan to be mentioned in the present political situation. Therefore, Robert Kocharyan perhaps circulates the various options of his return, which the society discusses, believes or disbelieves. Besides, by keeping the vision of his return fresh, Robert Kocharyan is trying to play with the psychology of the government, not allowing Serge Sargsyan to shape his own government pyramid, since the separate elements of that power are still unable to make out who is superior, Serge Sargsyan who is de jure government or Robert Kocharyan who is said to be on his way to government. However, it should not be ruled out either that the rumors on Robert Kocharyan’s return are circulated by Serge Sargsyan. It may enable Serge Sargsyan to become more or less acceptable for the society, against the background of Kocharyan’s return. Serge Sargsyan knows or realizes that despite the negative attitude of the society towards him a significant number of citizens nevertheless prefer Serge Sargsyan to Kocharyan. The main explanation of this preference is that at least Serge Sargsyan would not have ordered to shoot at the citizens, if not out of humanism, at least out of the lack of courage, determination, meanwhile for Robert Kocharyan, there are no taboos regarding tools for holding on to power. Consequently, considering this opinion of the public, Serge Sargsyan may play with the rumors on Robert Kocharyan’s return to distract the negative attitude and mistrust of the government from him to Robert Kocharyan. However, in order to take this step, Serge Sargsyan must be confident that he will not mislead also the system and enable Robert Kocharyan’s return, because apart from all it is beyond doubt that if till April 9, 2008 Robert Kocharyan’s goal, and even the meaning of life as believed by many, was to hold on to power, after April 9 that goal, and even the meaning of life as believed by many, is to return to government. It is difficult to tell whether Robert Kocharyan has affective mechanisms of reaching that goal other than rumors. There is almost no doubt that a considerable set of people in the government are loyal to him, but also there is no doubt that this set is gradually shrinking, or the importance of that set is diminishing. The point is that such is the logic of that system which Robert Kocharyan himself has established. The system obeys the one who has de jure power. This is typical of totalitarian and authoritarian regimes. “So please, Mr. Kocharyan, return to government, and we will obey you, and as long as you are far, we obey the present president,” the Armenian government at least said or thought. Even Putin in Russia who did not go far from the government like Kocharyan and remained as prime minister kept his diminishing influence on the government thanks to the Russian-Georgian war only. And what war will help Robert Kocharyan, who is not even a prime minister? And is this not the reason why Serge Sargsyan hurries to get reconciled with our neighbors to neutralize the danger of war or the return of Robert Kocharyan? HAKOB BADALYAN
