WILL TRY TO PERSUADE PEOPLE BUT NOT BORE

An honest government never clings to government levers, only a criminal government does that, the first president Levon Ter-Petrosyan stated, who dwelled on the problems of the movement he heads and evaluated the stance of the government in a news conference on September 2. Levon Ter-Petrosyan stated that the government is in a deadlock, has a problem of relation with the society. “Does the government fail to realize this?” Levon Ter-Petrosyan asked. According to him, the movement he heads also has a problem, and in this sense the deadlocked situation is bilateral, since 76 members of the movement, including activists and leaders, are in prison, which forces the popular movement to take steps which were unnecessary for their aims. Among those steps Levon Ter-Petrosyan mentioned sit-down protests, hunger protests, explaining that they did that because the government has taken hostages of their friends, and forces them to take steps which are not part of their political aims. In this sense, Levon Ter-Petrosyan noted that the popular movement he leads is a serious movement, and its main purpose is to wage a serious policy battle on the government and to convey the righteousness of their approaches and programs to the society through press, marches, demonstrations, and “if the opportunity to address on TV rises in some one thousand years”, also on TV. Levon Ter-Petrosyan said they are conscious that as steady opposition, they must struggle against the government to win the opinion of the society. However, this government, according to Levon Ter-Petrosyan, does not need that since it wins the election not through public opinion but through “orders of desirable results for the government to Tokhmakh Mher and Nemets Rubo”. And if it is not enough, they will commit March 1, Levon Ter-Petrosyan said, adding that they will be staunch, they will never resort to violence, they will never use force, and like the movement of 1988, they will go all the way in accordance with the legislation, and they will reach their goal, no matter what the legislation is like. Levon Ter-Petrosyan says the problem of his political future is to persuade the society, without boring it, that the Armenian elections were rigged, and the force which rigged it cannot be government in Armenia. The first president noted that for this purpose he created the Armenian National Congress, and the purpose of the Congress is to become strong and reach the level when Serge Sargsyan will see that the organized majority of the society is against him. Not an indefinite part but the organized majority, Levon Ter-Petrosyan stresses. He says this is the goal, and life will show whether it will be attained or not. At least, Levon Ter-Petrosyan says it will not be a catastrophe if it fails. According to him, his ultimate goal is to establish a steady and lasting movement, a political factor in Armenia. In this context, with regard to rumors on his replacement by a new leader, in particular Davit Shahnazaryan or Stepan Demirchyan, Levon Ter-Petrosyan said more names could be mentioned but for him neither names are important nor him, it is important to establish a political factor. As soon as he succeeds in establishing a steady, lasting political factor, Ter-Petrosyan thinks that factor will always have a leader, a worthy leader. As to a dialogue with the present government, Levon Ter-Petrosyan says he cannot have a dialogue with the government unless the government releases the political hostage-prisoners. At the same time, Levon Ter-Petrosyan stated that a dialogue does not mean that he accepts the government. Levon Ter-Petrosyan said the dialogue can be about the way out of this present crisis and tension, and the way out is the early presidential election, Levon Ter-Petrosyan says.
