SETTLEMENT FOR ONE, TROUBLE FOR ANOTHER

Judging by the global process underway in the Caucasus, the frozen conflicts are being resolved one after another, said the first president Levon Ter-Petrosyan on September 2, commenting on the regional events and their possible impact on the Karabakh conflict on the request of journalists. However, Levon Ter-Petrosyan noted that this process of resolution one after another, examples of which are Kosovo, Abkhazia, South Ossetia, does not suppose that the resolution of the other frozen conflicts, such as Karabakh or Transdnyester, are as close and easy. Moreover, Levon Ter-Petrosyan said the resolution of the conflicts over Kosovo, Abkhazia and South Ossetia may make the resolution of other conflicts, including the Karabakh conflict, more difficult. And the settlement, according to Levon Ter-Petrosyan, is on the basis of the interests of super powers rather than the self-determination or territorial integrity. The application of self-determination or territorial integrity depends on that interest, Levon Ter-Petrosyan thinks, and adds that the so-called international law is the law of the powerful, and 4-5 powerful states determine the world order. The fate of Karabakh is indefinite to Levon Ter-Petrosyan. The reporters asked Levon Ter-Petrosyan to comment on his interview on the days of the Georgian-Russian clash. He said in reality he did not express a pro-Russian or an anti-West or anti-Georgian stance in that interview and only noted the fact. And the fact, according to Ter-Petrosyan, is that Georgia attacked, trying to resolve the issue of Ossetia through displacement of Ossetians, and Russia was the only force which could prevent that and it did prevent. Levon Ter-Petrosyan said he can freely express his standpoint on that issue because he is not government, and understands the government and does not accuse it, since both Russia and Georgia are friendly states, and we need not spoil relations with either of them. “If I were government, perhaps I would also be wary,” Levon Ter-Petrosyan said. As to his rejection or disappointment with European values, Levon Ter-Petrosyan said values are one thing, and a political stance is another thing. Besides, those values are not Western but universal, and Armenia adopts them not because Armenia loves Europe but because Armenia needs them.
