GUARANTOR OF SECURITY OF RUINS
- Armenia is facing a really very difficult situation: to recognize or not to recognize Abkhazia and South Ossetia. If we do not recognize, Russia may be offended. Besides, a strange situation may occur regarding the Karabakh issue when we want others to recognize Karabakh but we decline to recognize the independence of states which have the same fate as Karabakh. If we recognize, we will spoil our relations with Tbilisi, and Tbilisi will spoil the railway which ships goods for us, which runs via its territory, and a great economic crisis will start in our country. What to do? The best way would be if the Olympic Games in Beijing lasted for several months or at least for one more week, until the situation would improve, and maybe afterwards Russia would state that it made a mistake, the recognition of Abkhazia and South Ossetia was a hasty decision, would reach new agreement with the West which would last at least for a decade, and the Armenian government would rid of the bugbear of having to voice a distinct stance on some issue. However, the reality is that the next Olympic Games will be in four years, and nobody can wait for Armenia that long. For instance, the president of Russia Dmitry Medvedev is in such a hurry that he invited the president of Armenia to Sochi to have a talk. And since the Armenian-Russian relations is not Armenian-Turkish relations, Serge Sargsyan left for Sochi without second thoughts, unlike Gul who would not announce if he is coming to Armenia or not. Certainly, however, this has nothing to do with the Abkhazian and South Ossetian dilemma that Armenia is facing. No doubt, if the meeting of Dmitry Medvedev and Serge Sargsyan on September 2 in Sochi is not deciding, it will at least be crucial to making a decision. It is also clear that Serge Sargsyan has no alternative except for temporizing. However, the question is how he should temporize. Either the president of Armenia should promise Medvedev that Armenia will recognize Abkhazia and South Ossetia but then will have to explain why he postpones the recognition, until the West and Russia agree, or Serge Sargsyan should promise something to Russia, on the condition that Russia does not force Armenia to recognize the independence of South Ossetia and Abkhazia. The question occurs what Serge Sargsyan can promise if we have given all our valuable and even worthless property to the Russians. What else can we give them that would interest them? It seems that our last strategic “property” is left, Karabakh. Perhaps only Karabakh is left that Russia may demand from Armenia not to force, make Armenia to recognize Abkhazia and South Ossetia soon. Who knows, maybe it was intended that Medvedev invited Serge Sargsyan to Sochi on the day of independence of Karabakh. It certainly goes without saying how Russia needs Karabakh now. After the military victory but diplomatic fiasco in Georgia, Russia needs another conflict to be a factor in the region. In fact, a situation has occurred when after the recognition of Abkhazia and South Ossetia Russia is unable to use them as a factor in the diplomatic battles for the region. Consequently, now Russia heavily relies on the Karabakh conflict, therefore it should try to increase its influence on that conflict area. Meanwhile, if Armenia took that step, it would perhaps be the greatest concession that the Armenian government would have made since independence. Those who will be encouraged by that prospect, thinking that such a powerful state as Russia backs Karabakh, should have a retrospective look at South Ossetia. Russia was also the guarantor of security of South Ossetia, meanwhile now there is almost completely ruined Tskhinvali, tens of thousands of displaced persons and refugees, an official death toll of 2000, and Russia is reining the ruins. This was in conformity with the 1990 04 03 Soviet law titled Law of the USSR Concerning the Procedure of Secession of a Soviet Republic from the USSR which allowed for autonomous regions to become independent of those republics that would declare their independence from the USSR.
