THE TIME OF APPROVALS HAS PASSED

In the election of the head of Arabkir community which is the most intriguing community in these local elections, the main contenders are Zoya Tadevosyan from the Heritage Party and the incumbent candidate Hovik Shahinyan, Republican. Hovanes Shahinyan says so, who was hosted at the Iravunk de facto Press Club on August 28. At the same time, however, Hovanes Shahinyan says it is insulting to describe the candidates as main or non-main. Generally, Hovanes Shahinyan thinks that everything should be done to shift the election campaign from the classic government vs. opposition model to the policy domain, and the candidates should compete with their programs rather than political views. He states that he will carry on the program which he launched in 2005 when he was elected as head of Arabkir community. Hovanes Shahinyan says there are programs which can already be considered as completed. As to the similarity of his slogan “I will win” with Levon Ter-Petrosyan’s slogan “we will win” in the presidential election, Hovanes Shahinyan says it is a logical slogan for a candidate who is running in the election of the head of the community to win, especially that according to Hovanes Shahinyan, it is a beautiful Armenian expression. As to the most interesting question which refers to the so-called approval of the government, Hovanes Shahinyan said the time of approvals has passed, and nobody is given such instructions now. Hovik Shahinyan was asked why his native Republican Party did not officially endorse him, and Shahinyan’s opponent Albert Yeritsyan, a businessman, spreads rumors that thereby the Republican Party “approved” him for the election. Shahinyan said the Republican Party does not give “approvals”, and only demands from the candidates to be responsible for fair elections each to their extent. Hovanes Shahinyan said the time of “approvals” has passed, and the election should comply with the Election Code, otherwise the wrongdoers should be brought before justice. As to the opposition candidate Zoya Tadevosyan’s allegations that election bribes are distributed, and in answer to the question of reporters what the incumbent candidate does to prevent bribes, Hovik Shahinyan said first of all he struggles against bribes by not giving bribes, and if Zoya Tadevosyan possesses information and facts that one of the candidates gives election bribes, she must report them to the law enforcement agencies rather than the head of the community. The reporters also said the mayor is said to take care about the property and land tax of underprivileged residents of the community through a decision of the community council, which is actually hidden election bribe. Hovik Shahinyan denied this information, noting that the community council merely decided to pardon the debts of the underprivileged residents, which had a period of limitation, which is not property or land tax but the debt to the housing boards which existed before the creation of condominiums. According to Hovik Shahinyan, the debt had a period of limitation, and nobody is authorized to confiscate those fees.
