THE ONLY WAY: FEDERALIZATION OF GEORGIA
The NGOs of Javakheti consider the only way for Georgia the creation of a federation. The council of the Armenian NGOs of Samtskhe-Javakheti and Kvemo-Kartli made a statement which holds: “Now when the military actions have ceased, and the dislocation of military forces in the country is slowly returning to the status quo of August 6; when the conflict sides and the international community are seeking for ways out of the situation and choosing ways of restoring the country’s territorial integrity and sovereignty, it is obvious that it is mainly the peaceful population who suffer from attempts to solve ethnic problems through military ways, with political complications rather than a positive political change, we the non-governmental representatives of the Armenian population of Samtskhe-Javakheti and Kvemo-Kartli, proceeding from our concern about peace and stability in the country and the future of the country, find that: a. For the restoration of the territorial integrity and sovereignty of Georgia, for an objective, fair and legal solution of ethnic problems as a guarantee of stable and democratic development, it is necessary to change the structure of government of Georgia into that of a federation made of territorial units and a central government; b. Vest all the powers foreseen by Article 3.1 of the Constitution of Georgia in the central government of the federal administration of Georgia; c. Establish the territorial units on the basis of the needs of preservation of the ethnic identity of ethnicities making up Georgia and their development, d. Administer one of the sovereign subjects of the federal administration of Georgia in Samtskhe-Javakheti with its present borders and the adjacent areas of Kvemo-Kartli mostly populated with Armenians, empowering it to elect all the local governmental bodies with broad powers of self-government, and powers regarding culture, education, the social and economic polices, law and order, local government and protection of environment; e. Set down the status of regional language of the Armenian language in the territory of Samtskhe-Javakheti in the Constitution in parallel with the official language of the country; f. Set down the presence of Samtskhe-Javakheti in the legislative, executive and judicial structures in the Constitution. It is time that the political elite of Georgia realizes once and for all that: - the way of establishment and strengthening of the state is to establish the government based on the abovementioned principles; - in order to establish the integrity of the country it is necessary to appreciate law-abiding citizens, listen to their worries and righteous demands, give them as many powers as are promised to those who took up weapon against the state; - the integration of the country with the Euro-Atlantic organizations first of all supposes complete adoption and application of European values, complete and immediate fulfillment of all the commitments, including protection of the rights of ethnic minorities. We realize that our statement will get different interpretations: efforts to misinterpret and manipulate it will be made. However, as citizens who worry about the future of Georgia, we cannot help repeating the truth we have been uttering for years on. We are guided by the interests of Georgia and Samtskhe-Javakheti which is part of it. This is the demand of the memory of thousands of victims of the recent clashes, this is the righteous desire of hundreds of thousands of displaced persons, this is the demand of the future of Georgia.
