
ARMENTEL HAS 45 DAYS TO UNDERSTAND THE ARMENIAN TRADITION
- It is very difficult for everyone to keep the presumption of innocence in their mind every time the actions of the Armenian government are concerned, especially when these actions have a commercial nature, if they ever have a nature at all. The sale of 90 percent of Armentel’s shares is not an exception. At first sight, the OTE company is selling its shares, which has nothing to do with the Armenian government, or it has as much relation as the shareholders of the same company might have, who broke up and made up over these years as often as they could or their pockets could hold.

And the government, which at first does not appear to be related to the deal of transfer of shares, is directly involved in this deal, in fact. It is more than involved because it almost dictates the conditions of the sale, although the shares of OTE are being sold. The Public Services Regulatory Commission confirmed this by rejecting Armentel’s bid to increase the tariffs of the fixed-line telephone. It is very hard to find a citizen in Armenia who would believe that the commission makes independent decisions. Especially when the minister of communication and transport of Armenia announces without fearing that his words might be viewed as pressure on the commission that the government disapproves Armentel’s decision and is convinced that the commission will make the right decision. And sure enough the commission “made the right decision”.
It is interesting that information appeared immediately after this decision that OTE has already decided to sell its shares of Armentel to one of the two Arabic companies. In the final stage two Russian companies, MTS and Rustelecom are the opponents of these two Arabic companies. And considering the pro-Russian bias of the Armenian government, it was a surprise to hear that they agree not to sell Armentel to Russia, especially in this pre-election period. And at this crucial moment the Public Services Regulatory Commission rejects Armentel’s bid. It is clear that thereby Armentel wants to make its fixed-line telephone communication attractive for buyers, especially that with its current tariffs the cellular communication is already attractive. Consequently, the independent Public Services Regulatory Commission deprived Armentel by its “right” decision of attraction, but not for ever. The commission gave the company 45 days to revise its offer to make it acceptable. In other words, the doors were not closed before Armentel, Armentel was locked up rather, and this company has 45 days to understand that in Armenia they love Arabs, and Arabs are welcome to Armenia but not in the sphere of telecommunication, because there are not one but two Russian contenders, so they are odd man out. The Greeks are apparently go in for European modes and have forgotten that in Armenia traditional relations are placed above all. If they come to understand this within 45 days, the commission will understand Armentel too. If anyone thinks that the commission made this decision out of social concern, they are sure to get a scholarship for the department of naivety of any university without exams.
And everyone, who were not admitted to this department at one time, got consolation offices in the government of Armenia, and are now making deals involving the state property. And this is good, otherwise can you imagine what would happen if the ingenuous handled the state property? And generally what would the state of the country and the Russian-Armenian relations be if the ingenuous dealt with them? Would the visit of the co-chair of the Russian-Armenian interstate commission Serge Sargsyan and the leak about the sale of Armentel to the Arabs overlap? Of course, it soon became clear that this information was not true. But while it would become clear, Serge Sargsyan had probably told in Moscow how much effort it would take him to prevent this deal and solve the question, and only he is able to solve this question or only he will try to solve it. In two days information came that the news on selling Armentel to the Arabs is not true. It is also possible that the co-chair of the Russian-Armenian interstate commission was not related to this leak and its refutal later. But is he that ingenuous not to try at least to use this amazing coincidence?
