GIVING UP ONE BY ONE TO BE CALLED A STATE FOR ONE MORE DAY
- One of the essential questions that the Georgian-Russian war aroused that aroused interest in the Armenian society, apart from the question why our government spent the war in Beijing and returned only after it had ended is how the clash can affect the Karabakh conflict. What happened in Ossetia can have various impacts on Karabakh, both positive and negative. Generally, in politics there are no favorable or unfavorable events or situations, and politics in the broad sense of the word, is the means for using any situation to favor one’s interests. When the right policy is conducted, the situation favors one’s own interests, if the wrong policy is conducted, the situation causes problems for one’s own interests. This is perhaps very simple, and it is a mistake that the stance on any situation stems from the fact whether the situation that occurs creates good or bad conditions for our interests. Situations have several sides and several layers, consequently everything depends on the skill of how fast the layer or side that favors Armenia will be found to underlie the policy of Armenia, and perhaps also the policy of NKR. For the time being we can see that neither Armenia nor Karabakh conduct a policy as such. Although, on the other hand, silence is also a policy. Moreover, many people say on these days that the stance of the Armenian government is quite regular and natural since today Armenia is unable to directly interfere, affect the global issues which are being solved through the Georgian-Russian conflict. Perhaps nobody notices that this thesis can be applied identically to the Karabakh conflict. After all, through the settlement of the Karabakh conflict the international mediators pursue their own global political interests rather than peace-loving or humanitarian purposes. Consequently, if the global interest underlies the actions of super powers regarding Karabakh, Armenia can have no influence either, if certainly we tend to think that Armenia has nothing to do regarding the clash of global interests. Perhaps the point is that in Armenia doing something is thought to be interference with what happens. Meanwhile it is not so. The problem is not that Armenia should endorse one of the sides or display neutrality every day or come up with a “Caucasian Alliance” initiative, like Turkey. The problem is outside the framework of the Georgian-Russian, or the Georgian-Ossetian conflict, and is in the sphere of existence of Armenia as a state, as a subject of international politics. The question is whether so far when a precedent of a change of the status quo has occurred in the region Armenia and Karabakh have done everything necessary to have anticipations from this process. Are the appeals of national unity that the government makes to distract the public from objective and urgent political issues and state building in Nagorno-Karabakh and Armenia enough for that anticipation to come true? Will our unity help us achieve more than the Serbs reached with their unity when they stood beneath the American shells in tens of thousands but could not keep the state and started sending the ideologists of their unity to the International Court of Justice one by one, every time to gain the right to exist as a state for a few more days. Consequently, the inadequate policy of covering up definite problems under the veil of unity makes the state inadequate to the logic of international processes and geopolitical developments. The question is how adequate Armenia and especially Karabakh as entities are to the current developments which seem to be rather dynamic in the South Caucasus. JAMES HAKOBYAN
