A GOVERNMENT WHICH IS NOT ADEQUATE TO THE INTERNAL AND EXTERNAL SITUATION
- The Georgian-Russian conflict has obviously created a new situation in the world, namely in the South Caucasus. In this context, it becomes rather interesting to know finally what the reason was that the top government of Armenia, those in charge of security were not in the country in such essential changes in the region and in the world, but were and stayed in Beijing all through the escalation. Was that a political posture, a stance, a way of displaying something to someone, or mere indifference, inadequacy to the situation, irresponsibility, escape from the reality? It seems unambiguous that the Armenian government is not adequate to the internal developments. Evidence to this is the judgments of the top and medium-ranking government officials on the moods among the public, the idea of perceptions and dissatisfaction in the public, as well as the actions stemming from those judgments and ideas, which would not relieve dissatisfaction of the public. However, it seems that our government is not adequate to the global and regional processes. Otherwise, it is difficult to understand why the elite of our country has left the country when the process underway around us is directly related to us, when the region faces the prospect of change of the status quo, when the methodology of defrosting the conflicts frozen for far-reaching aims through force is applied. Even if we assume that staying in Beijing and calmly watching the Olympic Games was the stance of the Armenian government, in the sense that we believe in peace rather than in war, nevertheless, someone must take some step towards that interest. And Armenia, when the war had ignited in the region, did not take any step towards peace, at least in the form of a statement. Certainly, it is clear that nothing depends on the step of Armenia, nobody, especially the conflict sides, would pay attention to Armenia’s statement. However, it does not mean that it was permitted to hide their heads in the polluted air of Beijing like an ostrich and show that we do not care about what is happening several hundred kilometers from the border of our country. Meanwhile, the impression is that this is what the Armenian government was trying to display to everyone, to its public, to America, to Europe, to Russia, to Georgia, to Azerbaijan, to Turkey. Certainly the question occurs what else Armenia could do besides a statement. Perhaps it is high time that we realize that in reality a statement is not a secondary or tertiary event which is used in the international or internal political life. What is a statement? A statement is a word, and the word was in the beginning. In other words, the word is the beginning, the basis of everything. God created the world with the word “let there by light”, although many people, including the representatives of the top government, perhaps think that it is the title of the selection of poems by Paruyr Sevak rather than a word of creation. And since the Armenian government is not aware of the value of the word, its actions are always valueless because they are devoid of the essential basis, the word. And it is both in the internal and external politics. The trivial statements about “second generation reforms” are not the word that our government utters. They are mere words, which the government officials, unlike other government officials, cite from historical or literary pieces rather than slang. However, not every word from the mouth is the word, if it is not tied to the soul, heart and mind of man. Meanwhile, several days past the demilitarization of the tense situation in the region, like regarding serious internal problems, the Armenian society does not know what is in the soul, heart and mind of the Armenian government regarding the situation.
