
PERHAPS IT IS ENOUGH TO SPEAK ABOUT WINDOW, IT IS TIME TO LOOK THROUGH THE WINDOW
- When Robert Kocharyan goes to the City Hall for a consultation, the mayors perhaps even write a will because the president at least morally “kills” them. however, the recent visit of the president to the City Hall, which was on October 16, fortunately did not take “victims”. At least, in the press release of the press office of the president there was nothing that would make Mayor Yervand Zakharyan feel ashamed.

According to the press release, they discussed the “one window” system of the City Hall, which is supposed, according to the president, to simplify contacts between the citizens and the City Hall. In other words, on October 16 Robert Kocharyan went to the City Hall thinking about the citizens rather than the mayor. And perhaps this is the reason why this time the mayor got away safe and sound. On the other hand, Robert Kocharyan has humiliated the mayor to the point that there is no more way to go. And the president, hard though he may have tried to think out a new way of humilating the mayor, he did not find it anyway. Therefore, probably we had better think about the citizens rather than Yervand Zakharyan.
If the president thinks about facilitating contact between the citizens and the City Hall, it would be worthwhile, perhaps, to think about the “several minibuses” system before the “one window” system. Therefore, the president had better look through the “window”, any window that looks on one of the bus stops of Yerevan. At that time Robert Kocharyan would realize that first it is necessary to facilitate transport to the City Hall to go on to facilitate contact between the people of Yerevan and the City Hall. The point is that even if the citizens manage to get a seat in the minibus, they have so much contact inside the minibus until they get to the City Hall that afterwards they do not fancy contacts, even though it has been facilitated.
And if the president fancies thinking about the citizens, there is no need to visit the City Hall and pronounce words of wisdom about the magic effect of the information community and “one window”. If the president is tired of his office and wants to take a fresh breath or he wants to feel anew how attractive his office is compared with the offices of other officials, it is another problem. Meanwhile, by restoring belief and love for one’s own office the life of the citizens does not become easier. The citizen stands in the street, and though he is fond of his house, he asks himself the same question every evening if he will get home today or he had better cross the street and go in the opposite direction, to his work place, for in several hours it will be morning already.
This is what the president should think about if he thinks about people. Of course, this is not a problem that the president should solve because there is a mayor. But if the mayor is unable to solve this problem, and the crowded bus stops and minibuses mean that he is unable to solve the problem or he does not want to solve the problem, the person who appoints a mayor, or when it is necessary, seeks ways of humiliating the mayor, should roll up his sleeves and get down to work. Thereby Robert Kocharyan shows that he is a rigorous appointer. Meanwhile, today the city needs someone who works and not a rigorous appointer. And if the appointee fails, it means the appointer should work. If the second does not work either, it means this state of things is favorable for both. Meanwhile, the state of things is distressing, to put it mildly. People spend more time at the bus stops than at work. Imagine how the economy of Armenia would grow if the citizens spent less time on buses than on work.
Robert Kocharyan should think about it. Let him think at least about the economy if he does not think about the citizens. By the way, he should think about the economy of the country and not the owners of the fixed-route minibuses. In that case they would not announce that the tram is a harmful transport, and would not cram the city of one million people into minibuses. In that case, they would think about a more realistic use of the imported buses, which would not follow the minibuses, empty all the time. In that case, they would make the owners of fixed-route minibuses to get enough minibuses and pay taxes. In that case, they would do a number of things, or they would do something. Otherwise, they start thinking about the citizens when there is nobody to humiliate or when they get bored of their office.
