ABSENCE OF CORRUPTION WOULD SURPRISE HIM
“I have never denied that there is corruption in the customs system,” Armen Avetisyan, the head of the customs committee told news reporters October 16. The news reporters reminded him about the World Bank report, which states that reforms in the customs system of Armenia are very slow and the level of corruption is very high. Armen Avetisyan wondered that the World Bank made such a report because he says the organization takes into consideration the stipulations of the World Bank, which are put forward in collaboration with the government, to improve the customs system. At the same time, Armen Avetisyan said the same report by the World Bank contains the results of a poll, and only 3 percent of the respondents said the sphere of customs is corrupt.
Armen Avetisyan says, for instance, they made effective anti-monopoly efforts. And these spheres, he says, are imports of furniture, building materials, clothes and food.
However, Armen Avetisyan admits there is corruption and says he would be surprised to be shown a country where there is no corruption in the customs system. There is corruption in all the spheres and in our country, adding that the aim of the leadership of this sphere is to reduce corruption. The head of the state customs committee says this is what they pursue. They make every effort to reduce contact between the customs officers and customers using computers to fulfill the functions of the customs committee. Meanwhile, they reveal cases of corruption through the special service working inside this organization. For instance, over the first 9 months of 2006 121 workers were dismissed. Armen Avetisyan says some of them were dismissed because they were accused of corruption. In the context of the anti-corruption battle a large number of revealed cases of smuggling are reported, again compared with 2005. 202 cases involving 835 million drams were revealed in 2006 against 43.
