MANAGEMENT OF ARMENIAN RAILROAD TO BE TRANSFERRED
On October 12 the minister of transport Andranik Manukyan told news reporters after the meeting of the government that the management of the railroad of Armenia will be taken up by a foreign company, which is the only way to save the Armenian railroad. The minister said the government came to this conclusion after consulting the experts of the World Bank. They insisted and the Armenians agreed that the government should not assume the burden of saving the Armenian railroad. The concessionaire will do it. Meanwhile, there is a lot to save.
Since the collapse of the Soviet Union no investments have been made to Armenian Railroad. Except for the 16 million dollar loan of the World Bank, which was spent on the repair of 70 km of railroad. “If this continues for another three years, no cars or locomotives will remain in Armenian Railroad,” stated Andranik Manukyan. The management of the railroad will be put to tender in 18 months. However, the conditions are already clear. The concessionaire will invest a preliminary 10 million dollars, pay 2 percent of profit from cargo transportation to the government, invest 170 million dollars within 10 years, and take up the management of the railroad for 30 years on the condition of prolonging the management in the 20th year for 20 years. The World Bank proposed not to transport passengers by Armenian Railroad. The Armenian government will prefer the company, which will agree to transport passengers.
The minister of transport Andranik Manukyan also informed that Armenian Railroad is a non-transit railroad and gets profit, however, over the past few years the profit is decreasing, which is determined by the increase of tariffs of ferry cargo by the Black Sea. Andranik Manukyan does not know who the concessionaire of Armenian Railroad will be, but the media report that it is going to be a Russian company. Andranik Manukyan tries to refute but, in fact, confirms the news. “I would like the concessionaire were a big company. For instance, Russian Railroad has the longest railroad and gets an annual 25 billion dollar profit.”
