
LEGAL CHAOS IN NATIONAL ASSEMBLY
On September 28 the Pakagits Club hosted Suren Mamikonyan, head of the legal service of the National Assembly. Suren Mamikonyan, who has worked with five speakers of the National Assemby, may soon become unemployed. Moreover, the same fate awaits about 40 other members of the staff of the National Assembly. They received identical notifications from the head of the administration of the National Assembly Haik Kotanyan. They were informed that in accordance with the structural changes in the National Assembly administration they will be released from their positions on October 2. Suren Mamikonyan says this action is a violation of the constitutional right of 40 citizens. At the Patagits Club Suren Mamikonyan said Article 27 of the law on civil service in the administration of the National Assembly is broken. Namely, in case of structural changes in the staff and a lay-off a civil servant with a higher class is preferred. If this condition is equal, the civil servant with a longer service in the admistration is preferred, and if this condition is equal too, the civil servant with a longer service is preferred. “I have served for 35 years, including 26 years of professional service. I also have the highest class of qualification,” says the head of the legal service of the National Assembly. He does not hide his contempt about the legal and spelling mistakes in the notification he received, “I made corrections with a red pen, but I haven’t put a mark yet.”
And before correcting the mistakes Suren Mamikonyan had invited Haik Kotanyan to discuss the question at a round table but he has received no answer yet. “It is impossible to discuss professional matters with such people.” Suren Mamikonyan and the other 40 workers will try to defend their rights by the law. They are also determined to fight the legal chaos in the administration of the National Assembly. Suren Mamikonyan appealed to the district court of Center and Nork-Marash of Yerevan on the document, which does not comply with the law. The members of the National Assembly staff joined him.
