ARMENIA LACKS MECHANISM FOR LEGITIMACY OF GOVERNMENT
- In Armenia only the lazy do not speech about the lack of confidence between the society and the government, and only the too lazy do not offer mechanisms of restoring that confidence. They are various, from some public councils or chambers to an independent inquiry into the events of March 1. It depends on who offers. If the government offers proposals through its high-ranking or medium-ranking representatives or the adherent, so-called extra-parliamentary figures, they mainly speak about reforms, starting “from themselves”, being honest with the society. If pro-government or pro-state intelligentsia or experts offer proposals, they speak about the establishment of some public structures. When the opposition speaks about the restoration of public confidence, words of independent inquiry into the occurrences of March 1 are pronounced, as means of restoring that confidence. This is confusion because it automatically means that the lack of confidence in the government occurred after March 1. Everyone knows that is not the case. Everyone knows that the lack of confidence in the government has deeper roots in the consciousness of the society. Generally, the confidence between the government and the society is somehow a relative notion. Perhaps in no country the government enjoys the confidence of the society. It does not mean that government has been usurped in all the countries. The problem is that the society usually chooses the least of all troubles. In other words, the government may have been elected but in the long run the voter who voted for that government may not trust the government because he or she voted for a definite person or a definite political force, whereas the government is a broader notion. In other words, when the society does not trust the government, it is not a tragedy. Moreover, this reality forces the government to prove through daily, hourly work that the citizens are mistaken when they do not trust it. Consequently, the legitimacy of the Armenian government is concerned. That is why even the government speaks about the lack of confidence among the society with love, in order to distract public attention from the issue of legitimacy. Moreover, by admitting that lack of confidence, the government seems to be eager to earn legitimacy. In addition, it is highly probable that this tactics of the government may succeed if the opposition also considers confidence rather than the crisis of legitimacy. The crisis of legitimacy is either an eternal problem for which the humanity has shaped legislative mechanisms of organizing the life of the society, or there is no such problem, and it is an artificial formulation, a cliché which the political forces and the government instrumentalize, both out of concern for their legitimacy. In addition, not only the current government is meant, maybe the government is not meant at all, because the 18 years of independence of Armenia showed that Armenia lacks a mechanism for legitimacy of the government, therefore it is highly probable that the legitimate opposition will become an illegitimate government. The mechanism of sustaining legitimacy is probably the Constitution and the legislation. In Armenia, however, there is another problem because actually those are not legitimate either.
