THE GOVERNMENT ACTUALLY BLACKMAILS THE SOCIETY
The representatives of the Armenian government have recently stated that they need public confidence to bring into being the reforms they outline. In other words, they have a serious wish to carry out tangible changes in the country but they need the confidence of the public to bring those changes into being. In other words, they hint at the following: “Society, do trust us, and we will change your life.” The question occurs for what reason the society should trust the government. For instance, there are dozens, maybe hundreds, maybe thousands of reasons for not trusting, almost in all the spheres. The main reason for not trusting is that the representatives of the government for ten years, some of them even longer, have been in different parts of the system, and they have not uttered a word or done an action to change the life of the society. So why and how should the society trust those people, believe that they will carry out reforms? It is clear that if the government means real reforms, they can be brought into being only through public support because those reforms will inevitably cause the dissatisfaction of the clans formed in and around the government. Without the support of the society, the government will retreat under the pressure of those clans. For instance, if the government decides that an oligarch should obey the law from now on, and if the decision of the government has no motive of political persecution, not only the given oligarch will disobey but also all the other oligarchs. And if all the oligarchs disobey, only public support can keep the president in his office. This mechanism is clear to everyone. And it is clear that when the government tells the society that it needs support for reforms, it means without that support the oligarchs may establish a new government which does not carry out reforms, therefore without the support of the society the government will not carry out reforms not to risk its future. It turns out that the government’s statement is clear blackmail against the society. “If you want to live well, support us, otherwise only we and the oligarchs will continue to live well.” The whole fun about this situation is that by expecting public support for reforms the government automatically admits that it enjoys no public support, even though there was an election, there was 52 percent, together with the coalition there was 70 percent, so what other support do they need? After all, what is now being said about reforms was said in the form of election pledges and programs. Therefore, if the present government has been shaped through a fair election, there must be no need of public confidence. Any government, coalition or not, would dream of getting 70 percent of votes of the society. Now what? If the talk about the need of public confidence continues, it is but blackmail: “If you don’t love me, I will not love you.” It would be different if the society said that. Such a situation would be quite regular, although during an election process, of course. But when the government puts forward this formula, even though indirectly, it is clear that during the elections the government had a love affair with quite other subjects. JAMES HAKOBYAN
