ARAM KARAPETYAN WISHES NIKOYAN PRODUCTIVE ACTIVITIES
On June 30 the Nor Zhamanakner Party sent a letter on behalf of its leader Aram Karapetyan to Samvel Nikoyan, the chair of the ad hoc parliament committee to inquire into the events of March 1, with the following content. “Dear Mr. Nikoyan, We thank you for your letter sent to us on June 19 inviting the leader of the Nor Zhamanakner Party or his authorized representative to participate in the activities of the ad hoc parliament committee to inquire into the events of March 1 and 2 in Yerevan and their causes. We have learned that after the tragic events in our capital the plenary session of the PACE on April 17 passed the resolution 1609, calling upon the government of Armenia to immediately launch an independent, transparent and credulous investigation into the events of March 1 and 2, 2008 and the circumstances which led to them. On June 25 the PACE passed the resolution 1620 on the implementation of the resolution 1609, which contains several points on the committee that you head. In particular, point 4.5 holds: “The Assembly considers that, as a result of the recent constitution of the inquiry committee, the Assembly cannot evaluate, at this moment, the criteria of independence, transparency and credibility. It also notes that the format and composition of the inquiry committee do not per se guarantee its independence and impartiality and therefore its credibility in the eyes of the Armenian public.” The Nor Zhamanakner Party shares the PACE opinions and concerns, therefore it puts off the issue of participation in the activities of the committee you head until September. On the other hand, considering the important fact that in the upcoming months our country will be monitored by the PACE, and in that context high-ranking officials of that organization will be visiting Armenia to monitor the implementation of the resolution 1620, and will draft reports, therefore the Nor Zhamanakner party will also be following attentively the activities of the committee you head and will decide on its participation proceeding from the degree of productivity of those activities. We wish you productive activities to find out the cause of murder of ten persons during those events and to reveal those who ordered to use guns and special means against people.”
