IN THE TRAPS OF DENIAL AND PROGRESS
- Serge Sargsyan’s statement about the Armenian and Turkish relations which he made during his visit to Moscow received response not only in Armenia but also abroad. Some people think that Serge Sargsyan betrayed and denied the national interest because he commended the idea of creating a Turkish-Armenian commission for inquiry of historical facts. Others say the new president has made considerable progress compared to his predecessor. In particular, the U.S. deputy assistant secretary Matthew Bryza thinks so who described Serge Sargsyan’s opinion as incredible progress. The opinions which vary mainly adhere to these two extremes, unprecedented denial and incredible progress. However, it is interesting that the most important response to Serge Sargsyan’s statement is not heard. Turkey has not responded yet. The president of that country Gul has made no pronouncements regarding Serge Sargsyan’s invitation to watch Armenia-Turkey in Yerevan, and the Turkish prime minister Erdoghan has made no pronouncements regarding his offer regarding Serge Sargsyan’s opinion. The proposal on the commission for inquiry into the historical facts is concerned which Erdoghan had offered to Robert Kocharyan, who had refused to set up such a commission, and had offered to set up an interstate commission and discuss all the bilateral issues. Certainly it is difficult to tell why official Istanbul is silent. Maybe Gul and Erdoghan are now thinking if Serge Sargsyan was honest or if there was no diplomatic ruse in his statement which would involve Turkey in a process from which Turkey would not be able to retreat. It is also possible that Gul and Erdoghan are not aware of Serge Sargsyan’s statements. But in that case they should have known at least about Bryza’s statements and tried to find out what the Armenian president Serge Sargsyan had stated that Bryza considers a breakthrough in the Armenian and Turkish relations. It is also possible that Turkey does not think that Serge Sargsyan’s statement is important and its silence means that, although it should also be noted that silence is also a sign of agreement. One way or another, the fact is that Serge Sargsyan’s addressee, Turkey, does not reply to the “letter”, others respond instead. On the other hand, however, only Serge Sargsyan knows whom he had addressed, Turkey or the United States which immediately responded through Matthew Bryza. Maybe Serge Sargsyan did not care what Gul would tell him, or what Erdoghan would say, or what he cared about was what the United States would say. It is also possible that this is the reason why this unprecedented statement about the Armenian and Turkish relations was made in Moscow, leaving no choice to Washington. Generally, it should not be ruled out that for Serge Sargsyan the problem is not the Armenian and Turkish relation when he speaks about it. The problem is perhaps much more simple. For the new president of Armenia, it is not enough to underline the difference between him and Robert Kocharyan regarding internal issues to shape and establish government, and he needs to shift the tactics to the international sphere. Or with regard to that tactics the internal sphere is not enough, or Serge Sargsyan thinks this tactics is not effective at home, and expects that at least this tactics will be productive in the world.
