THE SOCIETY NEEDS BASIC VALUES
Usually the political forces of Armenia say in response to observations of lack of quality and effectiveness of their actions that the quality of the society is the cause of the lack of quality and effectiveness. In other words, when someone tells a political force that what was done was wrong or was done badly, the immediate answer is that if the society were different, their activities would be different too. The government or pro-government forces behave so frequently, almost always. For instance, when the government is accused of ineffectiveness of anti-corruption efforts, the answer is that the efforts are sufficient but the society is not ready to live without corruption and does not help the government sufficiently. Or when a pro-government force is accused of saying one thing in the election and afterwards joining those whom they told that severely, they hurry to say that it will be that way as long as there are people in the society who sell their votes. It is certainly clear that those are preposterous arguments and struggle against corruption or political deals has nothing to do with the society. Simply the society, like the nation and the state, has become an excuse of political impotency. If a political force fails due to the lack of wish or ability, it is immediately blamed on the society. Once the opposition also behaved so but after Levon Ter-Petrosyan’s return the tactics of the opposition changed, and now it is not being built on explaining their own mistakes by the lack of the readiness of people to go all the way or that the society did not follow them but focused on enhancing the role of the society, inspiring belief among the society in its own qualities, placing the society in a superior position. Both are at least a little exaggerated. In other words, it is exaggerated that the society with its qualities is so behind that it is not ready to support the best initiatives of the government, and it is exaggerated that the society is so good that it is ready to go all the way to struggle for its freedoms and change its life. In reality, everyone knows that the society, especially in Armenia, is multi-layer. There is a layer, a considerable one, which is against any reform, and there is a layer which is ready to fight all the way through for its civil rights, and yet there is a layer to which its welfare is important only, and corruption or lawful relations do not matter to them. In the long run, all those layers want the same, to live well, but their perceptions of good life are different. And perhaps this is the most important problem in our society. In fact, it is natural to some extent that different layers of the society have different perceptions of good life. However, there must be the lower “line” of perceptions which must be common for the state. In other words, there must be a basis of values, or basic values which will bring together the society at a profound point, and the regular process of divisions will take place closer to the surface. It is the problem of political forces, especially the ruling elite to guarantee the existence of this deep basis for the different perceptions closer to the surface not to divide into hostile groups, independent from the ratio of their quantities. Meanwhile, the political forces, especially the ruling elite, not only do not try to shape that deep basis but also try to benefit from its absence, viewing the author of any attempt to shape that basis as an enemy. Instead, they offer the society a hookup of unity, solidarism, collectivity, national identity and other primitive values, actually stencils, the best of which can be expected is to remain on the surface of water, like plastic bottles on the lake.
