USURPED ELECTION OR THE BEST BY FAR
Will the public council help overcome social tension or is it a mere formal action of the government, was government of Armenia usurped or shaped through a compliant election? On June 2 Karapet Rubinyan from Levon Ter-Petrosyan’s team and Khosrov Harutiunyan who endorsed Serge Sargsyan in the presidential election of 2008 were hosted at Hayeli press club for a debate on these questions. Khosrov Harutiunyan thinks that the president of Armenia has never taken into account the public opinion to the extent it does not. He thinks the idea of the public council is positive, and says it will be good if it is going to advise the president by conveying the voice of people to him rather than to replace the parliament. Karapet Rubinyan says the public council is a formal step because if the government is eager to hear the voice of people and take into account their opinion, it should reopen the TV company A1+ and lift the ban on rallies and marches. Khosrov Harutiunyan accuses Levon Ter-Petrosyan and his team of missing the chance of a dialogue, including the proposal of the opposition Heritage Party, and Karapet Rubinyan says as long as their friends are political prisoners, as long as the government is usurped, there can be no dialogue. “Would you have a dialogue with a thief?” Karapet Rubinyan asks Khosrov Harutiunyan. He says it does not matter whether the factor existing in the political sphere is a thief or used to be a thief, progress should be enabled through dialogue and negotiations rather than rejection. By the way, Khosrov Harutiunyan said he sees himself in the public council if it is going to be a body which offers consultancy to the president. As the first step, Khosrov Harutiunyan points to the guaranteed involvement of the opposition in making political decisions. As to usurpation of government, Khosrov Harutiunyan disagrees, and says that both the presidential and parliamentary elections were highly appreciated by the international observers. Karapet Rubinyan thinks it is the opposite, and the international organizations never state directly that they do not recognize the results of the elections but do it through diplomatic wording, which was the case with the presidential election 2008. And Khosrov Harutiunyan mentions the election 1996 in the context of usurpation of government. Karapet Rubinyan mentions the offensive of the opposition on the house of parliament after the election of 1996, noting that in 2008 the government used violence and shot at peaceful protestors. Khosrov Harutiunyan disagrees. He does not consider the protestors to be peaceful, noting that they were armed with metal sticks, and he saw when the protestors escape and the policemen hit truncheons at their shields for psychological pressure on March 1 on North Avenue near his place. However, Karapet Rubinyan asks Khosrov Harutiunyan whether the peaceful protestors who fulfilled their Constitutional right had no right to defend themselves when the police beat them to death not only on North Avenue where Khosrov Harutiunyan only saw those who had been able to break through the police chain. Harutiunyan admits the right for self-defense but denies that the protestors were peaceful. The reporters asked a question to Khosrov Harutiunyan considering that he said the international evaluation of the election was high. The reporters asked whether in the parliamentary election 2007 Khachatur Sukiasyan defeated him in a fair race. “Certainly not,” Khosrov Harutiunyan said.
