
WHERE WERE THE REFORMERS BEFORE THE REVOLUTION?
What do the consultations, the meetings, the discussions with Serge Sargsyan mean first? Judging by goals and contents revealed through official releases, they are evidence that under Robert Kocharyan the country did not reach some x point of development but had regress, and now there is a necessity for improvements. At least, one thing becomes clear from almost all the consultations and meetings of Serge Sargsyan with the representatives of different layers of the society: everything happened despite the law, there was corruption and embezzlement, a considerable part of businesses avoided taxes, in reality tax administration was racketeering, most ministers were devoid of intellect and knowledge, and other similar things. Now Serge Sargsyan has come, with a genuine commitment to change, and pursues change through orders and requests, together with his team. It is difficult to tell whether in this situation the “blackening” of Robert Kocharyan has been planned to “whiten” Serge Sargsyan in this context. Judging by the fact that some posts which are highly important for the current administration of Armenia remain vacant, not everything has been calculated and there is certain disagreement which pushes for a total reorganization of the pyramid of government. However, even if everything has been calculated, and since the post-electoral developments dealt a blow to the image of the government, the government pursued the current path, and had to admit at least formally that there are problems in the country waiting for a turn, an essential question arises. And where were Serge Sargsyan, Tigran Sargsyan and the other present-day reformers when Robert Kocharyan was president, and things happened in the country which led to the current situation? After all, if we admit that the situation now is rather serious, it is impossible not to admit that this serious situation is the consequence of serious mistakes because unserious mistakes could not have caused major social protest. In other words, the country was facing serious problems which would sooner or later cause social protest to burst, and a considerable part of the government was indifferent, at least did not address the public and try to draw attention to those shortcomings. Moreover, Serge Sargsyan, Tigran Sargsyan and their so-called team did not oppose to presenting Robert Kocharyan as a member of the team. It is another question whose team they considered themselves to belong deep inside, and it is yet another question that by presenting themselves as Serge Sargsyan’s team now what team they feel to belong to, but the fact is that during Robert Kocharyan’s tenure they did not oppose to bearing responsibility for the process underway in the country, and Serge Sargsyan even stated that every good thing that happened was thanks to him. As to thanks to whom the bad things happened, both Serge Sargsyan and the present-day devout reformers carefully keep silent. However, is it fair to think or is it justified to think that Robert Kocharyan is responsible for everything? Not, perhaps. Certainly, it does not reduce the degree of Robert Kocharyan’s responsibility. Moreover, he is responsible not only for everything but also for every representative of the system. For its part, however, it does not reduce the degree of every separate representative of the system for their own actions. The point is that by presently blaming Robert Kocharyan for everything, the so-called new government which in reality is the old unforgotten one, directly or indirectly, frees itself from responsibility for the upcoming five or ten years, if certainly no early election is held in that period. By placing responsibility on Robert Kocharyan, the so-called new government presents to the society that it is actually busy removing the shortcomings and mistakes of the previous one. In other words, every good thing that happens is thanks to the new government and every bad thing is the inertial expression of the mistakes of the old one which the new government has not managed to correct yet. This is what the government which replaced Levon Ter-Petrosyan did after 1998. Everything was blamed on Levon Ter-Petrosyan, and every good thing that happened after 1998 was ascribed to the new government, and for bad things, it was said that the country was ruined so that now they cannot correct everything at once and it takes time. Now actually there is no difference, at least in tendencies. As to what such tendencies lead to is clear to everyone. However, since the tendency is the same, ostensibly not everyone knows that if the tendency repeats, the consequence does not repeat too but is expressed more sharply and deeply. HAKOB BADALYAN
