HAS PUBLIC COUNCIL REPLACED THE IDEA OF EARLY PARLIAMENTARY ELECTION?
Armenia is seriously discussing the proposal of the government to set up a public council. The government explains the purpose that Armenia needs a structure which would represent all the layers of the society, the authoritative political forces and influential people. In terms of political theory, we should note that this is exactly the same forces which make a parliament. This is the meaning of parliamentarianism, to bring together influential forces and people in the parliament not to have the laws and decisions to contradict to the interests of one sector or another of the society. The proposal of the public council is actually the confession of the government that the present parliament does not function in the classic and specific sense, that the representatives of the influential political forces were not included there but accidental people rather whose entry coincided with the political conjuncture. If the government confesses this, logically an early parliamentary election should be held. In addition, they should promise to hold it in the classic, lawful way. It is clear that in the given situation it would mean the fiasco of the government. Especially that it is the demand of the opposition and the international community. And if it is met, the government will be defeated. And the idea of the Public Council was born. More exactly, it was imported from neighboring Russia.
