
THOUGHTS IN THE BREAK OF REVOLUTION
The current situation in Armenia is that of an interrupted revolution, said the ex-speaker of the National Assembly Karapet Rubinyan from Levon Ter-Petrosyan’s team, in a discussion held by the National Press Club and the U.S. National Democratic Institute of International Affairs. According to him, the process following the presidential election is a peaceful, velvet revolution. “It was a revolution without any coloring, without external aid or provocation. Moreover, it was a revolution which was discouraged by the external forces. There is a lot of evidence. We all witnessed how reserved and neutral both the European organizations and the United States of America were, and we heard how reserved their evaluation of those outrageous shortcomings and breaches were,” Karapet Rubinyan says. According to him, the popular movement acted through peaceful, lawful means because it is a classic rule that if the popular movement takes a violent step, the advantage is always with the government because it always controls the security agencies. Karapet Rubinyan says the popular movement acted through peaceful methods and in accordance with the law, and after March 1 he tried to observe and find out the mistake of the opposition which led to those events, he could not find any mistake, and through classic methods of struggle the opposition led the movement. As to the way out of this situation, Karapet Rubinyan mentions the PACE resolution and its approval by the opposition. “Either the government must carry out those requirements without any reservations and our movement must make them carry them out, I hope so, or they will try to cheat the European organizations with the blurred option, but it is not clear how they are going to cheat people, they must cross out Europe, pursue constraints, political persecution and thereby deepen the revolutionary situation and the crisis,” Karapet Rubinyan says. According to him, now the opposition needs one thing, establishment of Constitutional order. “We will attain this goal if the institutions of the president, the National Assembly and local governments are formed through free and democratic vote, human rights and freedoms are honored, the independence of the judicial system is guaranteed, the government and oligarchs stop controlling the mass media, real guarantees of freedom of speech and press are provided, and the change of government takes place peacefully, through fair and democratic elections,” Karapet Rubinyan says. According to him, a possible topic of a dialogue could be early parliamentary and presidential elections. “For instance, this fall we can hold a parliamentary election, and a presidential election in May or June of the next year. To guarantee a fair election, Karapet Rubinyan underlines the importance of legislative amendments, namely in order to have the Central Election Commission consist half of opposition and half of pro-government members, as well as the opposition nominate one deputy head of each security agency, and resume broadcast of A1+ and Noyan Tapan.”
