WHAT HAIK HARUTIUNYAN HAD NOT DONE
In all the recent national elections the pre-election meetings of the opposition were marked with incidents in the region of Ararat. Let us remember Haik Babukhanyan who was stabbed. Now the governor of Ararat has been appointed the chief of the Police. It is difficult to understand this decision of Serge Sargsyan. Is he dissatisfied with the situation in the region of Ararat and therefore frees the region from Alik Sargsyan or is he satisfied that serious obstacles were created for the opposition in Ararat and therefore trusts him the police to create such obstacles all over the country? Of course, many people may say that in reality Alik Sargsyan did not rule the region of Ararat but functioned as a representative for Hovik Abrahamyan. In this case, however, the question occurs whose representative he will be at the post of the chief of the Police. Generally, it is also very important why the ex-chief of the Police Haik Harutiunyan was dismissed. If he was not efficient, what expectations does the government have from the new chief of the police, and the Police in general? What was wrong with Haik Harutiunyan’s work that the government was dissatisfied? This question is not asked in defense of Haik Harutiunyan. Perhaps it has a defensive importance to the society because the answer to this question will make it clear to the society what vector of development the government drew for the police. After all, with Haik Harutiunyan, the police did what it was expected to do, and fulfilled the task: dispersed the peaceful protestors of the Square of Freedom, earlier removed the cars parked around the Square of Freedom to clear space for the riot police, afterwards started detaining the participants of the political walks, defends the Square of Freedom from protestors, guaranteed the solitude of Serge Sargsyan during the ceremony of inauguration. What else was Haik Harutiunyan supposed to do that he did not do and was therefore sacked? Or was he supposed to do more, that is disperse more protestors, detain more people, keep people longer at the police stations, intimidate more people not to dare even to think about political issues, let alone express themselves, clear the center of the city at a longer distance during the ceremony of inauguration of Serge Sargsyan, defend the Square of Freedom better for people not only not to be able to set foot on but also to look at the Square of Freedom, or should Haik Harutiunyan have done it so that not to have any noise about it and any criticism against the government? Consequently, from the new chief of the police the government expects this more that Harutiunyan had to do but did not do, and do it quietly, which perhaps was expected from Haik Harutiunyan but he failed to do. Perhaps the reason for the change is that the government wants to change fundamentally the style of work of the police. In other words, what the police did with Haik Harutiunyan as chief of the police the government disliked, and now they want to have an organization which the society would view as a defender of the society and a shield against criminals rather than the defender of the government and a truncheon against the society. In this case, the question occurs whether the person who was unable to protect the society, the society which participated in the rallies of the opposition, from provokers who broke the law in his region, will be able to fulfill this mission. However, it is not rewarding to judge what the goal of the government or the so-called government is in making one appointment or another. Apparently, the main goal is to make replacements as fast and as often as possible for the society to get embarrassed and forget who is replaced and who replaces, also forgetting which unforgotten old one is the newly appointed one.
