IS MORE INDEPENDENCE OF KARABAKH GOVERNMENT CORRECT?
Has the Nagorno-Karabakh government made sufficient efforts over the past few years to have Karabakh negotiate with Azerbaijan? On May 29 the reporters asked this question to Larissa Alaverdyan, Heritage, and Gagik Minasyan, Republican, who were hosted at the Hayeli press club to discuss the process of settlement of the Karabakh conflict. “I think the government of Nagorno-Karabakh has made every possible effort for raising the effectiveness of the talks because the participation of the Nagorno-Karabakh government cannot be an end in itself. It cannot be an absolute value and an ultimate goal because the ultimate goal of this process is the recognition of Nagorno-Karabakh as an independent state. In this period, the two Armenian states should decide what strategic and tactical steps should be taken to reach this goal. In this connection, I think that the government of Nagorno-Karabakh has taken steps expecting the fast and effective achievement of this ultimate goal,” Gagik Minasyan says. Larissa Alaverdyan thinks that in the past few years the government of Karabakh assumed a more agreeing stance because the second president of Armenia was identified with Karabakh. “I think the agreeing stance dominated, and I do not think it was possible. For instance, under the first president the government of Nagorno-Karabakh opposed rather actively to every efforts of the Armenian government to replace the representation of Nagorno-Karabakh Republic to one process or another,” Larissa Alaverdyan says. She thinks that the present government should be more independent in its approaches.
