THE SINGULAR HONEST MOVE OF THE COALITION
- If Raffi Hovannisian had sent the invitation for a meeting of Levon Ter-Petrosyan and the leaders of the coalition parties in envelopes with the seal of the Council of Europe rather than emailed, would this proposal be accepted? It is difficult to tell. Maybe the seal of the CoE would cause to set up a working group which would discuss the possibilities and schedule of refusing or accepting the proposal and in the end it would become known that what Raffi Hovannisian proposed had been reflected in the election programs of all the parties of the coalition. However, it is not important to accept or refuse the proposal. It is much more important what Levon Ter-Petrosyan and the leaders of the political parties of the coalition should discuss at the round table. Perhaps this is the reason why the invitation was refused. What do Levon Ter-Petrosyan and the coalition have to tell each other? What they had they have already told, and the round-table is not necessary to tell that. Generally, what is a round table? In case of international problems the round is a clear format. The states come together and work out a tactics of joint action, programs, agree or disagree to one another’s opinion. In addition, for decades institutions have been set up in international politics which are regulated through international conventions and interstate legal acts. It is more difficult to imagine the need for a round table inside a country which has legislation and a Constitution, public administration and political institutions. Certainly they are not functioning well, but when the most important “round table”, the Constitution, fails which is supposed to bring together all the representatives of the public, military, political, economic, social, sport and cultural communities, it is pointless to have expectations from any round table. In this sense, refusal of the invitation was a much more realistic step and it is perhaps one of the singular honest steps of the coalition because even if it had been made, the round table would turn into a formality which would only be another dose of deception to the society. They do know that they have nothing to discuss, either they implement or they do not implement what is written in the PACE resolution. In this context, we again arrive at the content of the so-called dialogue. No political force has spelled out what the dialogue of the opposition and the government should be about, what its agenda is going to be. Even if we assume that the preconditions of the opposition are met, and the government releases all those arrested, permits rallies and demonstrations, ensures the opposition’s access to television. In this case, dialogue becomes a more meaningless pronouncement. If the preconditions are met, which are wrong to call a precondition, because the release of political prisoners, demand of freedom of rallies and possibility to voice one’s opinion on the public television is a lawful demand in any normal country, the dialogue loses its meaning. In this case the dialogue could be on chanting at a lower voice during rallies, or have a little fewer people at rallies, or setting the order of succession of appearance of the opposition and the government on TV, the succession and duration of reports on the events involving the government and the opposition in news programs. There is nothing else to speak about. How is it possible to have a dialogue on the application of the law in the country? If the issue of establishing the rule of law in the country is to be decided in a dialogue, it is the capitulation of the society because the application of the law cannot be a matter of round or other tables.
