THE TIME OF CHANGING OLIGARCHS

  Prime Minister Tigran Sargsyan who greeted the Annual General Meeting of the ARF Dashnaktsutyun once again spoke about the importance of knowledge, stating that the world which is becoming smaller in terms of modern global changes and interaction it is important to produce knowledge rather than products. It means that if for Vladimir Lenin cinema was important of all arts, for the prime minister and apparently the so-called new government of Armenia knowledge is important of all products. In fact, this circumstance, considering the Armenian reality, presupposes that that the native economic circles should respond adequately to the words of the prime minister and certainly launch the struggle for getting hold of the market of the most important product. Some of them will certainly try to obtain license for importing knowledge, lobby for favorable customs fees for the import of knowledge. Another group of businessmen will try to set up a knowledge industry and export part of the production in case of possibility. However, by declaring knowledge as the most important product, the government launches a crucial process of economic distribution. The point is that most of our businessmen, almost the majority, cannot imagine so well what knowledge is. It is not ruled out that some of them will mix up knowledge with beverage. Certainly it is not an indicator of limited cognitive possibilities of the given person. Simply the person specializes in the given sphere of business where he is doing well, and he did not need to go deep into the difference of meanings of various “edges” and “ages”. As soon as the business community tries to solve the problem of distribution of the market of knowledge through negotiations with the government, the government will naturally ask them: “Do you know what knowledge is?” This question may place a number of giants of our world of business in a difficult situation. Naturally, if you do not know what a pineapple is, you cannot import it or produce it here. Consequently, it is not difficult to suppose that thereby the government acquires the moral right to tell the businessmen that as long as they are not acquainted with knowledge, the government cannot trust the market of the most important product on businessmen who are not acquainted with it, thereby jeopardizing the competitiveness of Armenia. In that case, the businessmen will have no moral right to accuse the government that it does not appreciate their loyalty and does not help attain new economic horizons, at least within Armenia. Had they known what knowledge is, the government would have divided the market among them equally. For instance, the businessmen know what tobacco is, and the government granted some of them the quota for imports and others the quota of exports. The businessmen know what sugar is or what flour is, or petrol, bananas, potatoes, apricots, and the government generously allowed them to produce, import, buy, sell, sow, do charity. And the sphere of knowledge will be dominated by someone who knows what knowledge is, and has not heard or learnt about it from Tigran Sargsyan’s speeches. And it means that redistribution will take place in the economic sphere of Armenia. In other words, if the product was declared as important on which the Armenian economy should rely, it means that the pillars of the Armenian economy are going to be people other than those who are now.
