LEADER OF UNITED LABOR PARTY KNOWS ARMENIAN GOVERNMENT WELL
Gurgen Arsenyan, the leader of the United Labor Party, who held a news conference on May 15 at the Hayatsk club after a lasting break, was asked about the probability of a dialogue, the implementation of the PACE resolution and the program of the new government. According to Gurgen Arsenyan, there is no dialogue, there is a monologue. “Bilateral monologues should be shifted to a sphere for the facts, arguments, intentions to be heard by both, and to relieve the Armenian society a little, if I may say so. I dislike the state of the Armenian society now,” says Gurgen Arsenyan. As to the program of actions of the government, the leader of the ULP first notes that his party is not responsible for the program of the government, and says he would not like to assess it now, since the program is a mere description, and he prefers to see the actions. To the question whether the endorsement of Serge Sargsyan in the presidential election means that the ULP is responsible for the actions of the new president Gurgen Arsenyan gave a positive answer, saying that they share responsibility for the actions of Serge Sargsyan because they endorsed his pre-election program. According to the leader of the ULP, although they have no levers to the implementation of this program, they will not avoid their share of responsibility, which will be fulfilled through a political and civil monitoring, criticizing deviations and shortcomings they will notice. Arsenyan says they will not act as if they have nothing to do with the program, and since they are not part of the government, the program is not their business, and they are not responsible for it. By the way, Gurgen Arsenyan said Serge Sargsyan’s election program does not differ much from the program of the government, as to the components of the election programs of the Orinats Yerkir Party and the ARF Dashnaktsutyun included in the program of the government, about which the coalition announces, Gurgen Arsenyan says they do not endorse those components because they are a liberal force and are not responsible for “populist and socialist components”. With regard to the readiness of the government to fulfill the PACE resolution, Gurgen Arsenyan is convinced that the requirements of the PACE will be met. “Armenia assumed obligations on membership to the Council of Europe. It is also part of those obligations that the social, political and public life of the Armenian society should not differ much from the standards of life of the other members of this commonwealth. We have assumed such an obligation. Any state which assumed such obligations is aware that it has positive and not so desirable consequences, if I may say so. Armenia, the state, has made commitments to the rules of existence by which the states live on accession to the Council of Europe, and I believe that the Republic of Armenia will meet the requirements of the PACE resolution,” Gurgen Arsenyan says. In answer to the question of reporters what definite moves it can mention which have been taken, and which reassure him that the resolution will be implemented, Gurgen Arsenyan only says he is convinced that it will be fulfilled because he knows the Armenian government well. “They will fulfill, you will see,” Gurgen Arsenyan says, betting a cup of coffee. The reporters asked why he does not bet a more valuable thing if he is so confident. Gurgen Arsenyan said his financial possibilities and those of the reporters are different. In answer to the question what it means “I know they will fulfill”, whether it means that they are not that ingenuous not to fulfill or it means that the government has a wish to carry out democratic changes, Gurgen Arsenyan said with a smile: “They will fulfill.”
