Robert Kocharyan who left the presidential office on April 9, 2008 has appeared in a difficult situation. We may imagine what feelings he has when he hears on TV or reads in the media that no cases of corruption have been reported at the customs service for already a month. This pronouncement actually means that there was corruption in the years of tenure of Robert Kocharyan, and now Serge Sargsyan has come and reproached the customs officers, and they have become thoughtful and honest. Certainly, it is not a secret to anyone that there was corruption in the customs service, and there is no guarantee that it will not appear after the government’s demonstrative steps will have somehow calmed public and political passions, but for whatever reason nobody except those who acted as opposition dared to even hint at corruption in the customs service. Now they do not say there is, they say there has been no corruption for a month. But it means that Serge Sargsyan was able to overcome it, at least for the time being, while Robert Kocharyan was unable or reluctant to do. The question occurs why Robert Kocharyan was reluctant to overcome corruption in the customs service. Only Robert Kocharyan can give a sincere and true answer, say through an exclusive interview, using the word stock which he thinks a president can use after leaving office. For instance, he can say it is not worth a man when during his office nobody dared to speak out whereas now they have started hinting at the drawbacks of his presidency, even though through pointing to the advantages of the presidency of Serge Sargsyan. Or Robert Kocharyan may say, for instance, that only a man can spell out the shortcomings and drawbacks of his presidency explicitly, directly rather than indirectly, through hints, like the National Assembly did while discussing the statement drafted by Tigran Torosyan on the settlement of the Karabakh conflict or now when they speak about the absence of corruption in the customs service. Robert Kocharyan may even say that not only it is not manly but also moral, and what it not manly is immoral, if it is done by men. On the other hand, Robert Kocharyan has no right to define what is worth a man because during his tenure he established such mores that no one would dare to act as a man and moral, especially in the government. Naturally, ten years of compulsion would become character, and our system would finally forget not only about manliness and morality but also lose the potential it has ever had. In other words, the ex-president is now reaping the fruit of the tree he has grown. However, Robert Kocharyan can answer the question “why you did not battle corruption” with another question rather than an interview. He may ask: “Why do you think Serge Sargsyan is battling corruption say in the customs service?” “Do you think he is burning with the desire to eliminate it or he is forced to make certain moves in that direction?” Robert Kocharyan may continue, expecting that the society will probably realize that what Serge Sargsyan is now doing is thanks to Robert Kocharyan. If there were not for Robert Kocharyan, Serge Sargsyan would hardly do anything about the customs or any other system because he would not be president or he would not be president in such a difficult situation such as the bloodshed of his own citizens, when he would not face such a strong necessity for winning over the society. In other words, there is a necessity for an exclusive interview with Serge Sargsyan rather than Robert Kocharyan, for his answers to Robert Kocharyan’s questions which were not uttered but which are flying in the air.
