
TEXT “DONE” TO PACE AND GET FRESH RESOLUTIONS FROM EUROPE
By June Armenia must carry out the recommendations in resolution 1609 the PACE passed in the spring session not to have the country appear in a difficult situation in the PACE and face the possibility of losing the right to vote. Very little time is left to carry out the recommendations of the resolution but no essential steps are seen. Only the creation of the working groups was noticed, one by the decree of the president, the other by the decree of the speaker of the National Assembly, which are supposed to work out proposals, programs, projects on necessary actions, legislative improvements and other similar things. There is no consideration of the independent body to study the events of March 1 and 2, and most leaders of the opposition remain in prison charged with a coup, and any effort to hold a rally, a march or a demonstration encounters the obstacle or ban of the police. The impression is that the Armenian government has decided to give the Europeans a surprise. A few hours before the summer session of the PACE when Strasbourg will have already lost every hope that Armenia may do anything, and will prepare to pass a new, more strict resolution, and maybe even vote to the issue of depriving Armenia of the right to vote, all the PACE delegates will get a text message from Yerevan - “done”. In other words, the arrested people have been released, the march and rally of the opposition have been authorized, an independent body has been set up to study the events of March 1 and 2. It is natural that the PACE delegates will find themselves in an unpredictable situation if certainly the message senders from Yerevan do not forget to text in English or any other of the six PACE languages and do not text in Armenian. And in any conflict, it is known that the most interesting thing is to startle the enemy, the rival or the competitor. Afterwards the course of events becomes controllable for you. What is Europe supposed to do? Logically, it must first make sure the text messages from Yerevan are true. Meanwhile, perhaps there is little time to do that. The PACE session lasts for 3 to 4 days. That time will not be enough to check the messages because the PACE needs to send Prescott to Armenia. And before Prescott packs his things, books a ticket, especially in the travel season when all tickets are sold or are very expensive, before the cashier of the PACE is explained that the unplanned visit is essential to saving democracy in Armenia, before Prescott meets with the representatives of the government and the opposition in Armenia, before he sums up the results of those meetings in a private place, before he has lunch and flies back to Strasbourg, the PACE delegates will have gone home. We may even imagine how the Armenian delegation returning merrily from Strasbourg and Prescott hurrying for Strasbourg meet at the airport. “What did they decide about your issue?” Prescott will probably ask. “Nothing, they passed a resolution by which the Armenian government is obliged to prove by the PACE fall session that the text messages they got before the summer session are true,” one of the members of the Armenian delegation will tell him with an air of satisfaction.
