
WORK DONE RELUCTANTLY IS EMISSION
It is beyond doubt that a situation has occurred in Armenia when the former methods of holding on to power such as repression, constraint on rights and freedoms are day after day becoming less effective and vulnerable. It is also beyond doubt that the public administration system in Armenia has to take certain non-“traditional” steps under internal social tension and external international tension. The fact that the government is taking such steps or is at least pretending that those steps are taken or undertaken is also self-evident, although with reservations. Accelerated trials in the style of the 1937 continue, the opposition leaders remain in prison, illegal detention of citizens who take part in the events organized by the opposition continue. So, on the one hand, expression of commitment to new and liberal steps, and on the other hand, persisting repression give rise to a very important issue, which is related to the activities of the government. Does the new government or the so-called new government – in fact there is nobody who is new – have to take steps for liberalization or does it take those steps because it is aware of their necessity for effective governance and has a wish to take changes? The point is that the government has no wish, if it speaks about changes only to display to the society and the international community, it is clear to even a child that in that case it is impossible to expect a real change in the country. In other words, the society and the international community are informed about some working groups being set up which must work out and offer proposals on reforms, plans of actions regarding the observations of the international community, plenty of other things, but in reality the police continues to do what it has been doing recently, that is intimidate the supporters of the opposition and especially activists, kidnap them and inform about their place later to cause commotion. Simply the government instructs them to do everything possibly unnoticed, for in case they are revealed, the impression will be that of exceptions rather than repression. It instructs the TV channels to report about the rallies, events, speeches and news conferences of the opposition, in a possibly neutral pitch. And the TV channels do report in a neutral pitch, so that the viewer does not understand what happened during the event and why. All this allows saying that the government lacks an inner wish to improve the situation, and there is only an obligation which stems from international resolutions and lack of confidence among the society. Without these, if the social protest were possible to dissipate, which is now centralized around Levon Ter-Petrosyan, in other words, if it were possible to divide it between different activists, divide into political strands, perhaps it would be possible to agree with the international community, and in that case the government would need no imitations, and everything would be the same. In other words, the government is now doing a thing reluctantly, it does the work it hates. So we can guess the result of work they do reluctantly.
