GARNIK ISAGULYAN FULFILLED SERGE SARGSYAN’S TASK
The Armenian government sets to set up the public council or chamber, stated Garnik Isagulyan on May 6 at the Friday Club who used to be adviser to Robert Kocharyan on national security, and now is adviser to Serge Sargsyan but it is not known yet on what issues because the staff and functions of the advisers to the new president have not been defined. “The public council has its main functions. All the state affairs, including laws, decrees of president, must be extended to the council which discusses them and expresses its opinion,” says Garnik Isagulyan, noting that the representatives of both parliamentary and non-parliamentary forces, social activists, artists, former presidents or their representatives, the ex-presidential candidates or their representatives, the representatives of all the active layers of the society can be involved in the council. The issues of staff and structure need to be worked out, the functions of the working group set up by Serge Sargsyan need to be defined. Garnik Isagulyan coordinates the activities, who announced about the establishment of the council during the news conference and said he thereby fulfills Serge Sargsyan’s task. According to Garnik Isagulyan, President Serge Sargsyan thinks that the council must be possibly big to involve all the layers of the society. Garnik Isagulyan says the public chamber cannot have reservations of discrimination toward anyone. The council will be under the president, and its powers will be advisory. “I would like you to take into consideration one thing. If the public council is set up, and if the public council draws a conclusion on some issue, I think the government agencies appear in a very difficult situation. To defy the opinion of the public council is in fact the same as to defy the opinion of the society,” Garnik Isagulyan says.
